4 <br /> Community Preservation Committee <br /> Minutes <br /> July 6, 2023 <br /> Vote Mon CPA Ap ications and CPA.Articies_ .rgpo, sed for theOctober 2023 Town„Meeti <br /> Affordable Housing Trust Fund; Wayne TgylorAssistantM Town Manager <br /> Ms. Waygan asked if the applicant would be in attendance and the Chair indicated no. The CPC <br /> in considering applications proposed for funding at the October 2023 Town Meeting continued <br /> their review of the application of the Affordable Housing Trust to allocate an additional <br /> $500,000 to the Trust. In May of 2023,the CPC supported an application from the Affordable <br /> Housing Trust in the amount of$550,000. <br /> The Community Preservation Committee began a lengthy discussion with respect to the <br /> Affordable Housing Trust,the current funding balance and the appropriations that have not yet <br /> been expended. This includes the acquisition of 12 Cypress Circle,a$100,000 appropriation <br /> approved by a vote of Town Meeting in October 2019 to allow the Town of Mashpee to acquire <br /> vacant residential land for affordable housing purposes. There was verbal indication the sale of <br /> the property did not move forward due to title issues. In conversation with the Town Planner, <br /> the owner has reached out and is now ready to move forward with the sale of 12 Cypress Circle. <br /> It was noted that as a result of current values, the cost to purchase this property may be more <br /> than the funds allocated. <br /> In continuing their review of projects funded by the CPC that were transferred to the Trust there <br /> was discussion regarding the Mashpee Housing Assistance Program II, a$330,000 project <br /> approved by the voters at the May 2019 Town Meeting awarding$110,000 over a three-year <br /> period to provide ongoing short-term rental assistance, one-time assistance for first/last/security <br /> deposits, one-time emergency assistance for rent, mortgage assistance for short-term and down <br /> payment assistance for first-time homebuyers. <br /> During the three-year period of the Mashpee Housing Assistance Program, it is estimated the <br /> program would assist 40 Mashpee families. For ease of management and efficiencies the <br /> Community Preservation Committee granted the recipient of the CPA funds under the care and <br /> custody of the Affordable Housing Trust. As a result of inefficiencies,the project was <br /> transferred to the Human Services Department under the care and custody of Gail Wilson,the <br /> Human Services Director. The program did not move forward as there were issues regarding <br /> privacy, the mechanism to allocate funds as well as added CORI requirements. <br /> It is not known how much funding is available to re-instate this much needed program. <br /> Discussion followed with regards to utilizing a non-profit such as the Housing Assistance <br /> Corporation or restarting the program through the Mashpee Housing Authority which is now <br /> managed by a new Executive Director. <br /> The CPC in discussions considered asking the Trust to reactivate the Housing Assistance <br /> Program under the Mashpee Housing Authority auditing the funds that have been awarded. <br />
