5 <br /> Community Preservation Committee <br /> Minutes <br /> July 6, 2023 <br /> OLD BUSINESS <br /> Vote_on CPA A a�lications Maud CPA Articles wljroposed for the October2023 TownrtMeetin <br /> Affordable Housin Trust Fpd wWgype Tylor,Assistant Town Manager (continued) <br /> Past allocations to the Affordable Housing Trust included a $300,000 CPA appropriation in May <br /> of 2019 to empower the AHT to negotiate and execute real estate transactions effectively and <br /> efficiently. The $300,000 appropriation was allocated in full to the 950 Falmouth Road <br /> affordable housing project now known at the LeClair Village. The CPC also contributed <br /> $500,000 to this project by a vote of Town Meeting in May 2023 to support the application of <br /> the Housing Assistance Corporation(HAC) and the Preservation of Affordable Housing <br /> (POAH). The project will create 39 new affordable rental homes, a total of 68-bedroom units in <br /> three buildings. <br /> At the May 2023 Town Meeting,the Community Preservation Committee awarded$550,000 to <br /> the Affordable Housing Trust to enable the acquisition and subsequent development of <br /> affordable housing projects in the Town of Mashpee. <br /> Discussion followed with respect to the Affordable Housing Trust as a board. There is concern <br /> as the Trust does not meet regularly and if there is enough dedication to move projects forward <br /> in a timely and sufficient manner to address the housing issues. The recent award of$550,000 <br /> with the addition of$500,000 may be placing too much in this account. It is believed the current <br /> funds are sufficient to meet the initiatives before the Trust. <br /> The Affordable Housing Trust at their last meeting voted to authorize a Traffic Impact <br /> Assessment Study at the proposed 209 Old Barnstable Road site to better understand the impacts <br /> of a 48-bedroom affordable housing development. <br /> At the meeting the Trust voted to request staff members draft an RFQ for the VFW site, a large <br /> 10-acre parcel located across from the Sea Oaks Condominium off of Route 28, east of Orchard <br /> Road, and to authorize an article for the May 2024 Town Meeting to prepare a deed for this <br /> property. <br /> Ms. Waygan recommended the CPC consider an award of$60,000 to cover the additional costs <br /> the Trust may incur for expenditures related to the feasibility study and traffic study with hopes <br /> the Housing Production Plan would be completed before the next funding round. <br />
