6 Community Preservation Committee Minutes July 6, 2023 OLD BUSINESS Vote on CPA Abdications and WCPA Articles,_p sed for the October„2023 Town Mee n Affordable Housing Trust FundmWa ne Talor, Assistant Town Managerw (continued) Motion made by Ms.Waygan to approve and recommend to the October 2023 Town Meeting a CPA award of$60,000 to the Affordable Housing Trust; funding to derive from the 10% Affordable Housing Reserve for affordable(community)housing activities allowed under the CPA Act. Motion seconded by Mr. Colombo. VOTE: Unanimous. 6-0. Roll Call Vote: Ms.Russell, yes Mr.Hyde,yes Ms. Waygan, yes Ms.Barbee, yes Mr. Colombo, yes Mrs.Wyman-Colombo,yes Opposed,none In closing CPC member Brian Hyde indicated he is supportive of the full amount; $500,000 to the Affordable Housing Trust with confidence the Select Board would carry the torch and move forward with an affordable housing project. Ms. Waygan indicated she asked for specifics on the projects. The application of the Affordable Housing Trust lacked detail. The Trust did not provide the additional information that was requested. This included a list of projects and possible addresses. Ms. Waygan indicated she is concerned about putting too much money in that bank account to be used in a way, different from us. The Trust could easily fund a controversial project. $550,000 is enough to strike interest. Ms. Russell added the AHT is required to have a grant agreement in place with the CPC when they receive CPA funds. Ms. Barbee stated the Trust does not have a good track record. They need to keep meeting, and make decisions. Can they be accountable to the CPC if we are giving them money,can they follow through? It was noted that CPA funds can be utilized to hire affordable housing staff members to facilitate projects. There was no further discussion.
