2 <br /> *Monday, November 6, 2023 Charter Review Committee Minutes* <br /> Preamble: <br /> John Miller redistributed the different concepts for the preamble drafted by David Weeden to <br /> the group. It was understood that the three potential preambles would be vetted by the Tribal <br /> Council and then presented to the Select Board and then returned to the Charter Review <br /> Committee. The process has not moved beyond the Tribe and it has come to his attention that it <br /> is not up to the Tribe or Select Board to decide on the preamble. It is the job of the Charter Review <br /> Committee. <br /> The Committee discussed the three preamble options submitted and John Miller invited any <br /> other approaches other committee members may have to the preamble. <br /> New Business <br /> Preamble content review/discussion <br /> Miller: not up to tribe or select board to decide. It's up to the committee <br /> David Weeden said that he looked at the Committee as the delegating group to put forward the <br /> recommendations, that's why he took the lead to put something in front of the committee. The <br /> drafts have not been presented to Tribal Council. There are also edits because the original <br /> versions did distinguish the Town and Tribe as being separate. The committee can narrow the <br /> preamble selection down to maybe two versions that the Select Board can kind of critique. <br /> John Miller emailed the updated versions <br /> Mary Waygan distributed copies the updated versions of the preamble and the justifications for <br /> consideration of the preamble. <br /> Mary Waygan had two comments for the preamble, to add federal recognition and the example <br /> preambles are a lot different but likes version three. If there was any way to look at what other <br /> Towns use because they talk about going forward. She also referred to the Barnstable preamble <br /> and the Town managing its own affairs. <br /> David Weeden mentioned Jim Peters who sits on the commission of Indian affairs and he could <br /> provide some tweaks. <br /> Don Myers said he is concerned with first paragraph on three that says we are amending the <br /> charter as a response to changing the Town Seal,that's not correct.The Charter is being amended <br /> because the charter requires review for amendments.The sentence referencing it should not be <br /> in there. <br /> David Weeden said the addition of the preamble was inspire by changes to the Town Seal to <br /> address cultural sensitivity. <br /> Don Myers said this is a process and if you wanted to put the preamble in you could always do a <br /> charter change at town meeting. <br /> Cathy Lewis added to Don Myers point doesn't know if the Town Seal should be mentioned. The <br /> Charter and the Seal are separate entities even if the changing of the Seal was the genesis for <br />
