2 Mashpee Affordable Housing Trust Minutes December 4,2023 Present: Selectman John J. Cotton, Selectman Thomas F. O'Hara, Selectman Carol A. Sherman, Selectman David W. Taylor Meeting Called to Orderby Chairman Cotton at 6:00 p.m. Mashpee Town Hall, Waquoit Meeting Room The Affordable Housing Trust met with Evan Lehrer, Community Development Coordinator to review the following matters; Discussion and Aoproyal of Exlrendin ,an Additional Seven Thousand Dollars ($7,�000for the Acquisition,ofwl2 C�roress Circle:, Community Preservation Act funds in the amount of$100,000 transferred by a vote of Town Meeting in 2019 to the Affordable Housing Trust to purchase property identified as 12 Cypress Circle for affordable housing purposes was discussed. It was realized thereafter the subject property had clouded title issues. The owner was noted to have worked diligently to resolve the issues securing full title insurance and a clear deed of reference. The risk associated to this parcel has now substantially diminished, and based on Town Counsel's opinion,the sale of 12 Cypress Circle can proceed. The owner has requested the Trust consider authorizing an additional $7,000 towards the purchase since time has lapsed and expenses have occurred to secure full title. In 2019 an appraisal of value was determined at$110,000 for the purchase of 12 Cypress Circle, a site comprised of 1.2 acres. Mr. Lehrer indicated the property has frontage on two streets; Cypress Circle and Fox Hill Road, both of which require improvements to be eligible for building permits. It is a former Recreation and Green Space lot. Discussion followed with respect to the affordable housing potential. It was noted that prior, two letters of interest were received from the Housing Assistance Corporation and from Habitat for Humanity of Cape Cod. Additional Habitat for Humanity homes are noted to be constructed in this subdivision. Mr. Lehrer indicated he would work with the Affordable Housing Trust and Affordable Housing Committee to make the decisions on the site. Criteria would be imposed in the Request for Proposal, and based on Title V restrictions.
