10 <br /> Community Preservation Committee <br /> Minutes <br /> December 14, 2023 <br /> NEW BUSINESS <br /> InterviewwCandidates for At-tare MembershiPossiblewRecommendation to Select Boardwfor <br /> Appointment; <br /> Ted Schmuhl E ward.(, ._.. ...._.............m.m <br /> Ted Schmuhl, a certified residential real estate appraiser indicated he has been a summer resident <br /> since the 80's, moving permanently in Mashpee for the past 8 years. He also lived in Falmouth <br /> for 15 years, so there is a history of his presence and fondness of the Cape. <br /> Mr. Schmuhl indicated over time he has served on various town boards and committees <br /> including local environmental organizations, church boards and musical groups. As a full-time <br /> resident Mr. Schmuhl indicated he is aware of the serious and growing program of water quality <br /> and appropriate housing to maintain a diverse and vibrant community. <br /> Mr. Schmuhl served on the Housing Authority while living in the Town of Falmouth. He was a <br /> water steward and ran a sampling program in Falmouth working with WEBNERR. Mr. Schmuhl <br /> also has interest in historic properties, owning a historic home in Waquoit and in Bedford,MA. <br /> Mr. Schmuhl indicated he has interest in open space, and is highly appreciative of the Mashpee <br /> woodlands daily on his walks as well as what Mashpee does in preserving lands. The CPC and <br /> its funds are a very important source in protecting scarce resources. Leveraging funds is also of <br /> importance and it is hopeful future funds would be allocated in meaningful ways. <br /> When asked of his background, and what would be most helpful as a volunteer to the CPC Mr. <br /> Schmuhl indicated his experience with town committees and background in affordable housing <br /> as well as his work experience professionally as an appraiser would assist this position. <br /> Mr. Schmuhl did indicate he goes to Florida for several months, and would participate via <br /> ZOOM if he is selected for the position. When asked of the four funding categories,Ms. <br /> Schmuhl stated that all categories are important, but the largest area of unmet needs is affordable <br /> housing. In considering the CPA surcharge of 2%Mr. Schmuhl feels this percentage should <br /> remain. <br /> Using his appraisal experience Ms. Schmuhl indicated he would consider taking existing <br /> properties and adapting those properties to affordable housing. Other initiatives may require <br /> further review. Although it is important to be proactive, and reuse to gain a better allocation of <br /> housing. <br />
