M. p _ww..�.__..........w..mmw,...�..... <br /> . _w w _ �,Director of Works Project: Heritage Park Improvements WPhase I1: <br /> Catherine Laurent _w ww „u <br /> (continued) <br /> Ms. Laurent indicated concessions are ideal in this location adjacent to a covered picnic area and <br /> permanent restroom facilities. <br /> In 2012,the Community Preservation Act was amended to allow broader use of CPA funds on <br /> recreational projects. This includes the rehabilitation of existing recreational lands and outdoor <br /> recreational facilities. <br /> The older concession building in poor condition is intended to be demolished. Existing kitchen <br /> equipment would be reused in the renovated building. The project includes the construction of a <br /> small manufactured building in the central area for storage and equipment needs. <br /> Discussion followed with respect to other recreational structures and eligibility requirements. <br /> Recreational projects prohibited from CPA funds include horse and dog racing and the use of <br /> land for a stadium gymnasium or similar structure. It was suggested that Town Counsel be <br /> consulted with respect to the proposed storage building. <br /> Technical assistance provided by the Community Preservation Coalition state that to the extent <br /> that structures are necessary to directly support the use of the outdoor recreational facility would <br /> be allowable. The clarification referenced a bathroom facility. Although indoors, a bathroom is <br /> not a structure being used for recreation itself, as those types of structures are not allowed, it <br /> does directly support and is necessary for the outdoor recreational use. Equipment storage sheds <br /> are another such example deemed allowable. <br /> Christopher Losh,President of the Mashpee Youth Baseball and Softball organization was in <br /> attendance to convey support for this project as was other representing parents including Sarah <br /> Quintal, President of Mashpee Youth Soccer. <br /> A concession stand would be an integral part of the youth organizations. The groups are in dire <br /> need of a facility upgrade with refrigeration currently absent and there is a need to upgrade the <br /> additional storage space. With increased programming, a new concession would bring forth <br /> increased pride and additional income to support the non-profit organizations that would truly <br /> benefit the youth of Mashpee while bringing the facilities to standard. <br /> The proponents were encouraged to attend the May Town Meeting to garner additional support. <br />
