7 <br /> Community Preservation Committee <br /> Minutes <br /> December 14, 2023 <br /> APPOINTMENTS & HEARINGS <br /> PrgJgq ._Ashumet Pond w Rehabilitation&Restoration: (continued) <br /> Ralph Herbst,a former member of the Falmouth Community Preservation Committee indicated <br /> he would further discuss this matter with the Falmouth CPC as residents from both towns use <br /> and enjoy the pond. It was noted that an application is required to receive CPC funding. <br /> Discussion followed with respect to the chemical treatment, while protecting the pond and its <br /> users. It was noted that data has been collected over the years. The alum treatment was chosen <br /> by the federal government. Ashumet Pond is the most studied pond in the country. There has <br /> been a full assessment. The aluminum sulfate treatment is recommended to treat the internal <br /> loading and prevent cyanobacteria blooms. This type of treatment is used in the treatment of <br /> drinking water. Additional non-chemical treatments to be used include permeable reactive <br /> barriers (PBR's) for filtering as well as instituting responsible management practices. <br /> Project; Pickerel,CoverRoad/Pickerel Cove Circlew-pgp Sf ac on <br /> Re w rt„of Subcommittee: <br /> The subcommittee of the CPC formed to make initial contact with the landowners of the(9) <br /> parcels with addresses listed as Pickerel Cove Road and Pickerel Cove Circle as well as 0-Rear <br /> Pickerel Cove Road reported to the full Committee regarding the 17.27-acre site proposed for the <br /> acquisition of open space/passive recreation, and funding at the May 6, 2024 Special Town <br /> Meeting. <br /> Responses to questions were addressed. The main barrier based on the responses is the ability to <br /> purchase the properties subject to negotiation at an agreeable price. Walking trails with <br /> associated parking is negotiable assuming the appraisal indicates the ability to purchase the <br /> properties. It is desired that no hunting and fires, etc. are not allowed, however this would be <br /> negotiated once the appraisal is completed and is negotiable. <br /> Possible Vote toFund Real Estate A&praisal�, <br /> Due to time constraints,the Appraisal Company of Cape Cod,Inc., a firm used by the Mashpee <br /> Community Preservation Committee was consulted to garner interest in this project. The <br /> response was favorable to prioritize completion of the report by the end of February. <br /> Two types of appraisal reports can be undertaken. Assignments may be reported in an Appraisal <br /> Report/Restricted Report format or written in the style of a Form Appraisal Report. <br />
