6 <br /> Community Preservation Committee <br /> Minutes <br /> December 14, 2023 <br /> APPOINTMENTS & HEARINGS <br /> Review of ProipgApphgatj to be„considered for the May 6 2u024wSlrecial Town Meetin2,,; <br /> Project: Ashumet Pond m,Rehabilitation u&Restoration: (continued) <br /> It was indicated the JBCC will be treating for additional phosphorus by way of PFAS treatments, <br /> injection wells, and other methods of like in the process. <br /> It was disclosed the CPC has received 15 letters of support for this application to date. <br /> A Wheeler Road resident indicated the water quality of the pond has been troubling. From early <br /> September through the end of November,the pond has changed color, there are dead fish and <br /> there has been dead birds. Too frequent. As a member of the Friends of Ashumet Pond,the group <br /> is seeking support from the CPC to clean-up the pond. It is hopeful the alum treatment is the <br /> short-term answer with long term goals of what can be done to maintain water quality. The <br /> Friends are very appreciative of the CPC in considering this application. <br /> The timeline proposes to submit an RFP in Year 1 for consultant dosing analysis and sampling <br /> for the actual treatment. An additional RFP would then be issued for the agency to conduct the <br /> treatment. Monitoring post treatment would be ongoing. Dependent on the load and other <br /> factors, the alum treatment is anticipated to last 10-15 years. <br /> John Christman commented on the details of the CPC process. The CPC is expected to take <br /> action on the project at their meeting of January 18, 2024. The CPC makes recommendations to <br /> the legislative body; Town Meeting. The deadline for articles to be placed on the warrant is <br /> February 12,2024. If supported, funds would be readily available after a vote of approval at the <br /> May 6, 2024 Special Town Meeting. <br /> To help move the project forward, a statement from the JBCC expressing their willingness to <br /> participate in the funding of the Ashumet Pond Rehabilitation&Restoration project is highly <br /> desired. <br /> The Friends of Ashumet Pond agreed to consult the Town of Falmouth regarding participation in <br /> the alum treatment of the pond. The Town of Falmouth Board of Health was noted to be in <br /> support of this project. The Town of Falmouth is moving forward with funding initiatives to <br /> improve the boat ramp and in conducting a pilot study on urine diversion toilets. <br /> Those in attendance reiterated their worry about the conditions of the pond. With the <br /> cyanobacteria,the dead fish, and horrible green coloration there needs to be a solution. <br />
