*APPROVED 1-18-2024 * Capital Improvement Program Committee Minutes January 12, 2024
Re lace Utility Vehicle:
Wanted to replace pickup with plow vehicle but now want to modify the request to replace with an
Expedition instead at a cost of$85000 instead of$125000.
ALS call need a chase vehicle. Have two in ambulance and one as an extra and all three don't have to go to
the hospital with the patient, one vehicle and person goes back to the station.
McKelvey: Why Expedition? Why not a smaller car? Phelan: We need the space for equipment and gear
(clothing) Collins: I did this and wore the gear and did the training....it is incredible. McKelvey: Does the
vehicle have air packs, etc? Phelan: Yes DeBoer: Purchase? Seems like a low dollar amount Phelan: We
don't need all of the bells and whistles.
Jaws of Life
Phelan:These are 17 almost 18 years old, and we want to switch to electric Jaws instead of hydraulic—
more reliable and are not necessarily tied to just one vehicle, can be moved. Currently have two Jaws of Life
Headquarters—hydraulic (18 years old) Station 2 Electric
The Quint will have one as well
No questions Collins: Mission critical item
DeBoer: Updates on Quint? Phelan: Coming in Oct or Nov 2024
Revised total is $615,000 ($140 from Funds; $475000 from Ambulance Receipts
• Police
9 Police Vehicles $ 168,000
.....Dispatch Con..._ ......... ........__. ............ .. ....... ........._ ....... ......w.. ....... ._.. _...-_-.___.....w.
soles $ 305,000
Taser 10 Bundles $ 169,000
4 Police Vehicles $ 106,000
Total Police $ 748,000
Captain Thomas Rose, Admin Assistant Karol Grato
Explained the plan as per the table above.
9 Police Vehicles—Consistent with the ongoingpolice vehicle Galan
Collins: May consider buying outright rather than leasing as the rates are getting so high (Grato stated that
they may be as high as 8.9%). Maybe should consider buying three cars per year.
Consoles:
Currently utilize Barnstable County trunk system which is going to digital from analog
DeBoer: If a new station is built can these go in there? Collins: if the PD needs assessment is put forward,
this will have to be put off. Rose: Agreed. This has been put off for a couple of years already.
Tasers:
These have reached their life expectancy—past their life as per warranty; Sgt. Green our trained taser
trainer etc, says these are beyond the recommended service. DeBoer: What happens to old ones? Rose:
The Town gets a credit for trade in and this is included in the price. McKelvey: why only 7 years? Rose:
Generally accepted standards state that they become unreliable Collins: Can be liable for excessive force or
other litigation. DeBoer: Why haven't these been in the CIP plan? Future years? Rose: Collins: Should be.
McKelvey: Do the Tasers send out "cords"? Rose: Sends out a dart that spreads out, and a video starts as
soon as the taser is deployed.
