<br />The Falmouth Rd. pump station work is underway. They have been working on the siding and roofing and the <br />interior painting is scheduled as well as the electrical work. Once the trade or contractor completes their work <br />at Falmouth Rd. they will move on to Mashpee Neck. <br /> <br />Cash Flow and Progress: <br /> <br />WRRF is 57% time spent and value earned is 45%. <br /> <br />Collection System North is 67% time spent and value earned is 70%. <br /> <br />Collection System South is 58% complete and expenditures are 71%. <br /> <br />Sandy was asked about the lead time for equipment delivery to the plant. She said that process equipment is <br />on schedule and the electrical equipment is delayed a bit. <br /> <br />5. Can we project how close we are or will be toward 75% nitrogen reduction with current and proposed <br />next sewer plan? <br />Mr. Meader said he would have to get together with Mark and Anastasia and would possibly have an answer <br />at the next Sewer Commission meeting. Mr. Lyons stated that this is a 15 year process and we have no idea <br />when 75% nitrogen reduction can be met. He said that it’s unrealistic to make a guess and that the Town is <br />making a progression as rapidly as they can. He stated that the question should be how soon the Town can <br />begin processing the fluids from 1,730 units. <br />Co-Chair Harris asked about what the next step in the process will be. She would like to be sure of where the <br />project is going and wants to be sure we are on the right track. Sandy said that the Notice of Project Change <br />study is being worked on by GHD and the Town and is in the process of being finalized. It will be reviewed by <br />Jared Meader and the Town Manager and then will go before the Select Board. <br /> <br />6. Discussion of the Watershed Nitrogen Management Plan. Is it planned or in place? <br />th <br />Mr. Meader stated that two meetings were held on Wednesday, January 10 and that Barnstable has already <br />filed a watershed permit and that it’s been approved by the DEP. Mashpee will mirror the agreement off of <br />their plan for the Popponesset Bay watershed agreement. <br />The agreement with Falmouth is moving forward. <br />Co-Chair Harris requested that a progress report be presented at the next Sewer Commission meeting. <br /> <br />7. Status Update on the Inter-Municipal Agreements and what they mean for Waquoit Bay and <br />Popponesset Bay Watershed and what they mean for Sewer Construction in Mashpee. <br />See Item #6 above. <br /> <br />8. Update on Sewer Construction Rules and Regulations. <br />Jared Meader stated that the current Rules and Regulations are vaguely written and he would like to make <br />them more specific as well as expand upon them. <br />He is working on creating a policy on how billing cycles will be done. <br />He stated that he has put together and article to go forward this year to establish the Wastewater <br />Department’s Enterprise Fund. This will be going in the Warrant this year and if it gets approved it will take <br />effect in 2025. <br />He explained that the Enterprise Fund is a financial mechanism where everything that is billed out and <br />collected stays within the Department and that it allows for retained earnings. Which can be put into a <br />reserve fund for future planning, building etc. <br /> <br />3 <br /> <br /> <br />
