Documents to Review

Ms. Fisher noted that Mr. Tomaino was gathering dredging documents and the need to
seek several permits. Mr. Tomaino suggested a sit-down with UHI to go over what they
need for the Plan. It would also give Mr. Tomaino an opportunity to go over the
dredging requirements with UHI. Ms. Uiterwijk indicated there was a plan to meet with
nd
Ken Bates in the near future (October 2). Ms. Fisher tacitly approved of Mr. Bates
billing the Town for his work. It was decided a meeting with UHI would include Mr.
Noonan and Mr. Tomaino.

Discussions around Waquoit Bay Area of Critical Environmental Concern:

Ms. Fisher there had been discussions around the ACEC and the need for a Resource
Management Plan. Ms. Uiterwijk indicated that UHI was willing to help and prior work
with One River ACEC Resource Management Plan. Ms. Uiterwijk went on to note such
a plan was a major undertaking with the involvement of all Towns within the ACEC.
Finishing up, Ms. Fisher stated the Resource Management Plan would be an action item
in the future. Ms. Uiterwijk noted that a Resource Management Plan might preclude
new dredging but not maintenance dredging.

As an aside, there was some discussion about 10A floats and Chapter 91 whether there
had been a complete build out already. (Work is being done by a PhD student to
determine the extent of Ch. 91 structures and 10A floats in Mashpee) Mr. McManus
noted that 10A floats with certain attachments/anchoring systems were more
environmentally detrimental than others. Ms. Fisher echoed those concerns, adding that
moorings should have environmentally friendly anchoring systems. Mr. McManus
thought there should be a cap in the ACEC and the need to keep shellfish areas open.
Mr. Tomaino added that the set-up of the mooring fields was critical and how many
boats were using the moorings (the placement of the moorings was haphazard). There
were also many storm moorings as a topic that needed to be pursued.

Additional Topics

Ms. Fisher noted that there was reporting due coming up and asked UHI to provide
documentation as part of the submission to the Commonwealth. Ms. Fisher added that
there will be a follow up on the new contract and invoicing to be done by UHI.
Ms. Fisher noted the hard work and the additional action items to be addressed. Mr.
Uiterwijk has started up the background section. Regarding focus groups, the Mashpee
Village was one, and there had been talk about a commercial fishermen focus group.
Speaking to the water quality issue, Ms. Fisher stated while at a Wyoming conference
noted everyone was aware of the ongoing water quality issues.

There being no nothing else, the Committee adopted a Motion to Adjourn.
