<br />be a Resource Plan for the ACEC. Mr. Tomaino added that having the Conservation <br />Commission as a first or second layer would be helpful. In response, Mr. McManus <br />needed clarification of what type of involvement would be required from the <br />Conservation Commission. Ms. Fisher noted the Conservation Commission RDA <br />would depend on whether there was intent to attach a 10A to land – under the Wetlands <br />Protection Act. Ms. Fisher finished that the annual mooring fee would still apply. Mr. <br />McManus noted that a NOI would require a condition that the 10A cannot be <br />maintained in perpetuity or transferred over, which was problematic since an Order of <br />Conditions needs to be recorded against a deed. Ms. Fisher noted that 10A floats in <br />Falmouth do go through the Conservation Commission and suggested speaking to <br />Falmouth about what they do. Mr. Tomaino concurred. In response to Mr. McManus, <br />Ms. Fisher original the intent of 10A was to add dock space. Mr. Tomaino noted that <br />they were now being used in other ways like putting a trampoline on them. Mr. <br />McManus lamented the introduction of piping to stabilize the 10A float and other <br />mechanisms detrimental to the environment, noting such mechanisms were a violation. <br />Mr. McManus noted the Conservation Commission does not allow 10A floats on plans <br />since there were so many examples of violations in the ACEC. Mr. Tomaino noted if <br />they do this right there won’t be so many problematic 10A floats. <br /> <br /> Informational “Pop-ups”& Scheduling – Octoberfest <br /> <br />Ms. Fisher asked if there was someone who could hand out handbills at the event (this <br />Saturday). Ms. Fisher noted that the event is from 9 to 4. No one was available to go, <br />but Mr. McManus thought he could speak to Dan Kent and Ms. Fisher thought she <br />could ask Peter to hand out flyers too. Mr. Tomaino indicated he would speak to Mary <br />Bradbury as well. <br /> <br /> <br />NEW BUSINESS <br /> <br /> Discussion of the Look and Feel of the Plan - LCP <br /> <br />Ms. Fisher wanted to talk about the look and feel and lamented about Mr. Lehrer’s <br />absence. Mr. McManus thought Mr. Lehrer was wrapping things up. However, Ms. <br />Fisher expressed flexibility of Mr. Lehrer speaking in the future about the Plan and <br />submission to UHI <br /> <br /> Review of Draft Section: UHI Update <br /> <br />Updating the Committee, Ms. Novelly stated UHI is updating the background section <br />adding that the Committee member interviews have been very helpful as well as the <br />Public Meeting. Ms. Novelly stated that more information was necessary before <br />sharing a final draft. There is a need to do an engagement with Mashpee Wampanoag <br />and Mashpee Village prior to completing UHI’s work. \[Ms. Fisher thought it was <br />important to have approval at the Town level and the Mashpee Wampanoag level – <br />setting a good precedent going forward.\] <br /> <br /> <br /> <br />
