Over 30% of the waste stream is food waste so <br />diverting this material would result in significant savings. Out-of-state disposal could be cost <br />effective particularly if rail utilized and there are MSW disposal options for facilities with more <br />than 10 years of projected capacity. Both diversion and rail, individually and combined, would <br />also reduce greenhouse gases. The next steps are targeted conversations with towns to gauge <br />interest in continuing participation and determine when existing MSW disposal contracts expire <br />in each town. <br />Discussion on Bourne Rail Trail/UCRTS Spur <br />Steve Tupper recapped the history of the Bourne Rail Trail. Study in 2017 looked at potential to <br />connect the Shining Sea Bikeway to the Canal trails both rail -to -trail and rail -with -trail. The <br />study area was divided into four phases. Phase 1 is from the canal to Monument Road. Design <br />is funded and is included on the TIP for construction in FFY25. The design is rail -with -trail. <br />Phase 4 is from the Shining Sea Bikeway into Bourne. This design is also funded and is rail -with - <br />trail. The Friends of the Bourne Rail Trail want to consider alternatives for the rail, specifically a <br />spur to the Bourne ISWM facility, so existing rail corridor would not have to be shared. There <br />are complications in Phase 4 with crossings of the rail and compliance with NSTB requirements. <br />The Commission had considered a rail spur to ISWM in 2017 but it was deemed too costly <br />because of the topography. But with replacement of the Bourne Bridge, there is an opportunity <br />to include a rail spur in that design. <br />
