Paul Tilton asked if a rail spur had the support of the Town of Bourne. Dan Barrett answered <br />that ISWM would be interested in a spur. Ray Jack is not supportive of removing the rail. Carl <br />Cavossa asked if location of the bike trail within the Route 28 right-of-way had been considered. <br />Mr. Tupper responded that it had been considered in 2017 but there was not support because <br />of the lack of direct connection to the community. It would also require MassDOT approval. <br />Tim Lydon confirmed Bourne's continued opposition to a path along McArthur <br />Boulevard/Route 28. There is currently no construction funding for Phase 4. <br />Review of UCRTS Operations and Discussion on Extension of CDC Contract <br />Mr. Cavossa reviewed UCRTS operations and facility improvements over the prior five years. <br />The facility continues to help address a need on Cape Cod for handling C&D. He mentioned <br />CDC is investigating use of hydro -mulch instead of metal covers for rail cars. The metal covers <br />are not removable by all facilities. Hydro -mulch has been approved elsewhere and would <br />provide options for MSW disposal by rail. The current CDC contract with the Board of <br />Managers expires 12/31/22. Mr. Cavossa requests that the Board extend the contract term <br />until 12/31/25. <br />Extension of the IMA is required before any action on the CDC contract can be taken. The <br />current IMA between the four towns is also due to expire 12/31/22. The four towns were in <br />agreement to extend the IMA.
