7 <br /> Community Preservation Committee <br /> Minutes <br /> January 18, 2024 <br /> Review of Pra ect Ap�1�icatjq &Approval o f Articles to tommbe considered the May 6,2024 <br /> Special Town Meet in g(continued) <br /> Ashley Director wof Natural Resources Project; Ashumet Pond Rehabilitationw& <br /> Restoration: <br /> It was agreed the Town of Falmouth boat ramp project is a worthwhile project and an additional <br /> contribution to help save Ashumet Pond. However, this is a shared water body, and an important <br /> resource to both towns. It is the general opinion of the CPC;the cost should be shared with the <br /> Town of Falmouth. <br /> At the last meeting,there was discussion with the Friends of Ashumet Pond regarding this <br /> concern. This organization is comprised of citizens from both Mashpee and Falmouth. There <br /> was an indication the Falmouth CPC would be requested to consider subsidizing this project. <br /> CPC member Mary Waygan agreed to follow-up on this matter. <br /> This is a three-year project. Phase I includes permitting, engineering, and monitoring by a hired <br /> consultant to conduct the dosage assessment. Phase II involves the actual treatment application <br /> with a buffer solution. In Phase III an expanded monitoring program would be created to track <br /> improvements. <br /> Ms. Fisher indicated that JBCC is currently drafting two separate Environmental Service <br /> Agreements. The first reimbursement; $75,000 would contribute towards sediment monitoring <br /> and dosing; 50%in 2024 as well as funding for the start of the monitoring and treatment in 2025 <br /> with option for 2026 and 2027 funding contributions. With government contracts, <br /> reimbursements are made in increments over a two-year period. <br /> Motion made by Mr. Klein to approve and recommend to the May 2024 Special Town <br /> Meeting; the Ashumet Pond Rehabilitation & Restoration project; funding shall derive <br /> from the CPC 10% Open Space/Recreation Reserves; accepting reimbursement funds <br /> subsidized from Joint Base Cape Cod through an Environmental Service Agreement, <br /> including but not limited to a potential contribution from the Town of Falmouth through <br /> its Community Preservation Committee. All reimbursement funds would return to the <br /> coffers of the Community Preservation Committee. <br /> Motion seconded by Ms.Wyman-Colombo. <br /> VOTE: 7-0.
