6 <br /> Community Preservation Committee <br /> Minutes <br /> January 18, 2024 <br /> APPOINTMENTS & HEARINGS <br /> Review of Pro'ect A J)licationsw&AprTgyal wof Articles to be considered for the„May 6,.2024, <br /> Special Town Meeting(continued) <br /> Ashle�F slier,„Director of Natural Resources, Pro,jeq: Ashumet Pond Rehabilitation& <br /> Restoration: <br /> Ashley Fisher,Director of Natural Resources was present to further review the Ashumet Pond <br /> Rehabilitation&Restoration project with members of the Community Preservation Committee. <br /> The CPC reviewed correspondence from the Town of Falmouth Health Department dated <br /> January 12, 2024 in support of Mashpee's plans to treat Ashumet Pond with aluminum sulfate <br /> (alum) to reduce phosphorus levels that are contributing to the cyanobacteria levels. <br /> Ms. Fisher indicated the total cost of the project is $550,000. This is a firm estimate from the <br /> vendor with contingencies included. With 50%cost sharing from Joint Base Cape Cod(JBCC), <br /> the total anticipated cost is $275,000. There is also a potential for the Town of Falmouth <br /> Community Preservation Committee to contribute to this endeavor as the waterway is shared <br /> between the two towns. <br /> The Mashpee Community Preservation Committee would appropriate the full amount accepting <br /> and expending any reimbursement funds from JBCC through an Environmental Services <br /> Agreement,including but not limited to the potential contribution from the Falmouth <br /> Community Preservation Committee. It was agreed the Special Town Meeting Article would <br /> state this information with authorization to return reimbursement funds to the coffers of the <br /> Mashpee CPC. <br /> Mark Kasprzyk,Falmouth Conservation Land Manager was present for discussion purposes. <br /> Mr. Kasprzyk indicated the Town of Falmouth at present is working on external sources of <br /> pollution specifically for Ashumet Pond using best management practices. Grant funding has <br /> been received from the state to update the boat ramp. Work to remediate phosphorus and <br /> nitrogen sources contributing to the pond include the addition of impervious pavement, adding a <br /> large drainage Swale to capture runoff, and redirecting invasive species. The project is now at <br /> 75% construction. <br /> The Town of Mashpee CPC project is expected to receive a letter of support for the <br /> Rehabilitation&Restoration of Ashumet Pond from the Town of Falmouth Select Board. <br />
