Update on Status of IMAs – Select Board Member, Michaela Wyman-Columbo and DNR Director,
Ashley Fisher.
Michaela Wyman-Columbo explained that the Inter-Municipal Agreements are to put together working groups
to take joint responsibility for the watersheds that are shared. She said that for Waquoit Bay the Towns are
Mashpee, Falmouth and Sandwich and for Popponesset the Towns are Mashpee, Barnstable and Sandwich.
She stated that Barnstable has already submitted an individual Notice of Intent Watershed Permit and it has to
include Popponesset Bay.
The working group for the Town of Mashpee consists of the Town Manager, the DNR Director, the
Wastewater Superintendent, sometimes the Town Health Agent attends the meetings and Ms. Wyman-
Columbo is the representative for the Select Board.
She stated that they have had a signed IMA for Popponesset for several years. Sandwich and Mashpee will be
submitting a joint watershed permit for Popponesset. Mashpee contributes most of the load to Popponesset
Bay at 74.5%. Barnstable at 16% and Sandwich at 9.5%. GHD is working on the permit and it is moving
forward.
A draft was sent from Falmouth to Mashpee regarding Waquoit Bay about a year ago. It’s been reviewed and
shared with Sandwich. As of right now, it is in the hands of all three Town Counsel’s and should be finalized
very soon. There is a firm commitment between the three Towns regarding Waquoit Bay.
Michaela went on to state that the cost will be divided by the attenuated load of each Town. Mashpee being
44%, Falmouth 50% and Sandwich at 6%.

Correspondence
None at this Time.

Additional Topics
None at this Time.

Next meeting:
February 8, 2024 @ 2:00PM
Mashpee Town Hall
Waquoit Meeting Room
16 Great Neck Road North
Mashpee, MA

Mr. Towle made a motion to adjourn the meeting.
Mr. Lyons seconded the motion.
Motion passed by unanimous consent.

Meeting adjourned at 2:50PM

Respectfully Submitted,

Susan Donovan
Board Secretary
3
