<br />2. Update on the Nitrogen Management Plan. <br />See Item #1 above. <br /> <br />3. Update on Documentation of New and Existing Sewer Commissioners. <br />Mr. Meader stated that he has been making progress with the documentation and distributed a draft copy of <br />what he has done thus far. He said that he is using the CMR format which is easy for people to understand. <br />He stated that once the document is complete it will be reviewed by the Town Manager, Town Council and <br />then will go before the Select Board for their approval. <br />Co-Chair Harris asked that the Commissioners go over what they have gotten thus far and follow up with her <br />by sending her some feedback. She stated that if anyone needs another copy of the document to let her <br />know. <br /> <br />NEW BUSINESS <br />1. Sewer Construction Update – GHD. <br />Sandra Tripp a construction and schedule update. She reported that the Town of Mashpee has been under <br />contract since October 3, 2022 and all contracts were to be completed by December 2024. Contract time is <br />now 60% expended. She stated that contracts 2 and 3 are on schedule and should be completed on time. All <br />linear work is on schedule. <br />Contract 1 has encountered supply chain delays centered around major electrical components. <br />Sandy reported that the preliminary treatment building is a little further along and equipment is currently <br />being installed and conduits are going in. <br />She brought the Commission up to date with a revised schedule for the WRRF startup stating that the MCCs <br />are a good 10 to 12 months behind what was originally promised. As a result, the schedule for people coming <br />online has been delayed about 7 ½ months and will begin hooking up in January 2025 instead of June 2024. <br />The substantial completion of the project will be May 2025 instead of October 2024 and final <br />payment/completion will be July 2025 as opposed to the original December 2024 completion date. <br />Chair Smith asked if there other significant pitfalls that could delay the project further. Sandy responded that <br />she doesn’t think so but that she doesn’t know what she doesn’t know. She also stated that work at the plant <br />will slow down at some point until the delayed electrical gear is delivered. The pumps will be sitting idle for a <br />time and GHD has gotten an extended warranty on them from 1 year to 2 years. The Town will be operating <br />for one full year under warranty. <br /> <br />2. Summary and Discussion of GHD and Weston & Sampson Presentation to the Select Board on January <br />22, 2024 on Wastewater Design Status Update. <br />Sandra Tripp reported that there are currently two designs. One being the Alternate Rebid and it is fully in <br />design. It is expected to hit the street for bidding in about a month. <br />The other is the Phase 2 design and Sandy said she believes it is in full execution with Town. <br /> <br />3. Discussion of Meeting between Chair, Chad Smith and State Representative, David Vieira regarding <br />Future Funding Resources. <br />Chair Smith reported that they discussed other options for funding above and beyond SRF Funding and Cape <br />and Islands Water Protection Fund. Chad stated that Rep. Vieira has agreed to collect members and stake <br />holders involved in each Town’s purview to seek funding as a combined watershed. He said there was an <br />indication of strong support from the Town of Falmouth. The goal is to take some burden off of the tax payer. <br /> <br />4. Website Revision Review. <br />Co-Chair Harris stated that the Residents would like the streets that are going to be affected posted on the <br />website.
