Approved 2-0-1, with Tilton and Laurent voting in favor <br /> and Peter McConarty abstaining. <br /> NEW BUSINESS <br /> Review and Vote on CDC Request to Install Scale <br /> Carl Cavossa submitted a proposal to the board to replace the truck scale. The new scale would <br /> be installed adjacent to the existing scale which would stay in operation during installation but <br /> would be removed once installation is complete. The gatehouse will remain. The location will <br /> also provide for a potential in/out scale configuration in the future. Repairs have been made to <br /> the existing scale but repairs are no longer possible. The scale replacement would be a <br /> $175,000-$180,000 investment so Cavossa is requesting the Board consider extending their <br /> current lease, up to 10 years. Continued operation of the UCRTS provides options for MSW <br /> disposal and leverage for negotiating with existing disposal sites. Use of the rail also reduces <br /> truck traffic on the bridges which is important especially during bridge repairs and eventual <br /> replacement. <br /> The facility is being using for transporting MSW only; there is not enough space to handle both <br /> MSW and C&D. DEP approval for the cover required for long haul rail is pending. <br /> Laurent noted that extension of the Intermunipical Agreement by the three member towns <br /> would be required before any extension of the lease could be approved. <br /> McConarty noted the challenges Falmouth had with maintaining and repairing the truck scale <br /> while the BOM operated the facility before signing the lease with Cavossa. <br /> 1 <br />
