Proposed NOI <br />construction and maintenance of a new single family dwelling, I/A Title 5 septic system, <br /> <br />and landscaping/hardscaping modifications. Continued from 01/06/22 for revised plan. <br />Raul Lizardi from Cape & Islands Engineering, Inc. presented plans. <br />Assistant Agent said they believe this project now meets the 50ft buffer zone setback <br />requirement for undeveloped lots. She asked if it were lawn or planting beds along the <br />north and east side of the limit of work. Raul said they are planting beds. Assistant Agent <br />read Board of Health and Building Department comments. She said this project meets the <br />performance standards and we recommend close and issue. <br />Ms. Zollo asked if markers on property at 50ft are clearly defined, Agent said yes, that <br />could be a specific condition if the commission were to issue an order of conditions. <br />Mr. Colombo said he’s disappointed that an I.A. system was withdrawn. Sewering won’t <br />take place right away, why not put in the I.A. now? Raul Lizardi said they were unaware <br />that this site will be sewered. The health department is not looking to upgrade septic <br />st <br />systems in the 1 phase of the sewer project just to have it removed a few years later. It is <br />an unnecessary expense now. Mr. Sweet said we’re going to run into these the next 10-15 <br />years. Everyone will defer and delay because they don’t want the expense. Mr. Colombo <br />said this is not an upgrade, it’s a brand-new project. Mr. Smith said our purview is net <br />environmental benefit. I stand with the Commission, is this something we can condition? <br />Agent said yes, under the by law you do have jurisdiction in this area. Landers-Cauley presented plans. <br />Agent said this meets all performance standards for riverfront. Assistant asked if the <br />driveway is pervious, Jack Cauley said the client prefers pervious. Assistant read Board of <br />Health and Building Department comments. She said we recommend a condition that they <br />follow our lawn standards. <br />Mr. Colombo said he would like to see the ground water elevation on the plan. He also <br />asked why not an I.A. system? Jack Cauley said we’re over 150ft from vegetative wetland <br />and it’s a 3-bedroom design. I don’t think its excessive by today’s standards. Given <br />proximity of the lot to the wetlands I think it’s excessive to ask, it’s about $10k, an expense <br />we don’t need to do. Mr.Colombo said he respectively disagrees.
