■ Ashley explained that APCC received funding for 100% design to permitting for the <br /> Mahspee Wakeby State boat ramp.Alex raised some concerns around State ownership of <br /> the ramp itself. <br /> ■ Alex inquired about recent PFAS concerns. Ashley explained that Mass.DEP found in a <br /> recent study that out of 52 pond tested in MA,Ashumet Pond showed the highest PFAS <br /> concentrations in fish tissues and the highest concentrations of PFAS in the surface <br /> waters.Ashley noted that residents are now reporting visible PFAS foam accumulation <br /> on the shores of Ashumet Pond. The foam is bright whit in color and emits a chemical <br /> like odor.Mashpee officials have reached out to DEP for further guidance into what the <br /> public health concerns will be in the future due to these findings.Ashley explained that a <br /> past report completed by MassDPH, showed that John's pond contained the highest <br /> levels of PFAS out of all Cape Cod Ponds. Mass DPH further advised for an updated fish <br /> consumption advisory and a notification to swimmers of the hazardous material being <br /> monitored. There is some confusion around the signage, as they appear to be <br /> contradictory in nature.Silent Spring has also been contacted for further guidance. The <br /> Town's DNR and Health Department have also drafted a letter to JBCC and The Cape <br /> Cod Commission to plea for a presence at the Table during the drafting of JBCC's Mater <br /> Planning efforts currently underway.Ashley explained that JBCC's plans for cleanup are <br /> robust,be we need to be sure that all cleanup projects are funded and conducted in a <br /> timely manner to protect our waters from further contamination. <br /> CPC Submission: Open Space and Recreation Plan <br /> ■ Alexandra(Alex)Zollo explained that the CPC recommended and approved the CPA <br /> submission from the EOC to fund and updated Open Space and Rec Plan for S 100,000. <br /> The draft article has been drafted and submitted to the E.O.C. for review. Alexandra <br /> explained that if the Select Board does not approve the article as presented, there is a <br /> chance that a petition article may be submitted.Ashley explained that the funding source <br /> would change if that should happen,and CPC funds would most likely be not eligible for <br /> use.If a petition article were submitted,those funds would come from the general fund <br /> and not the CPA account. <br /> ■ Alex explained that funding the project would make the Town eligible for future funding <br /> for the purchase of open space in the future,along with funding other applicable projects. <br /> ■ Procurement wouldbe conducted by EOC members and Andrew McManus, the Town's <br /> Conservation Agent. The EOC offered to help n drafting the RFP for submission to <br /> receive bids.EOC also offered to assist with community engagement and public outreach <br /> for the project is funded through Town Meeting. <br /> ■ Ashley questioned what the State approval process looks like. What requirement are <br /> needed at the State level for future approval and consideration?Alex explained that there <br /> is a State work book available for municipal use throughout the project. <br />
