4 <br /> Community Preservation Committee <br /> Minutes <br /> February 8, 2024 <br /> COMMUNICATIONS & CORRESPONDENCE <br /> Possible,update 4on„Ashumet Pond Rehabilitation& Restoration Project: <br /> Correspondence was received from the Town of Falmouth dated January 29, 2024 in full <br /> support for the alum treatment in Ashumet Pond to reduce the phosphorus loading and for <br /> garnering support from the U.S. Air Force. As part of their MS4 Permit,the Town of Falmouth <br /> has identified through a Phosphorus Source Identification Report, specific areas that may be <br /> contributing higher concentrations into Ashumet Pond, <br /> The Town of Falmouth is also working on stormwater remediation at the Ashumet Pond boat <br /> ramp. Through an EPA watershed grant,bioretention basins are being constructed on Town <br /> land. The project also includes the installation of permeable pavement on State land. <br /> Correspondencewfrom Town Planner: <br /> Communication received from the Town Planner to the Environmental Oversight Committee <br /> dated February 8,2024 was reviewed. Mr. Lehrer indicated in his memorandum that it would <br /> have been more appropriate if the Open Space Plan application was made by a department such <br /> as Planning or Conservation. Departments could process payments efficiently and manage the <br /> consulting team effectively. Plans such as this are also time consuming. Based on the <br /> departmental demands and limitations it is recommended that funding is not feasible until early <br /> 2025. <br /> At their last meeting,the CPC Committee commented on the process and agreed to consult the <br /> Town Manager regarding the staff assignment(s) to this project. Due to scheduling conflicts,this <br /> matter has not been addressed, but will remain on task. <br /> NEW BUSINESS <br /> Review of Draft Warrant Articles forms ecial &MAnnual Town Meetin�Warrant: <br /> Members of the Community Preservation Committee conducted a review of the Special and <br /> Annual Town Meeting articles planned for submission. Of the six articles, four are proposed for <br /> the funding of CPA projects. The remaining two articles would appropriate funds from the Trust <br /> distribution to the 10%Reserve categories, the other would fund the annual Administrative and <br /> Operating Expense budget of the CPC. The articles were reviewed to form. The deadline for the <br /> submission of articles is February 11, 2024. <br />
