*CHARTER REVIEW COMMITTEE MINUTES Monday, February 26, 2024* 6 <br /> The hot topic/punch list generated by John Miller will be redistributed to the group for review <br /> and the spread sheet tracking the proposed changes will be updated. Some of the paragraph <br /> changes to the Charter will need to be composed or rewritten. The Committee will also need to <br /> keep in mind the deadlines to submit articles for town meeting are the second Monday in <br /> February and second Monday in July. It was agreed that October would be a better target date. <br /> Charter Chan es Review:Article TMhMree Executive Branch <br /> Greg McKelvey referred to a comment from Richard Kline regarding term limits and asked if there <br /> should be a discussion and vote on the matter. <br /> The issue of term limits potentially discouraging those who are already serving.Training sessions <br /> can be used to encourage professional development and other incentives were recommended <br /> to encourage public participation on boards/committees. <br /> Motion made by Carol Sherman to not include term limits under Section 3, motion seconded <br /> by Rodney Collins. <br /> Roll call: <br /> Miller,yes Weeden,yes Collins,yes Furbush,yes Lewis,yes <br /> McKelvey, yes Myers,yes Sherman,yes Waygan,yes <br /> Vote: Unanimous <br /> Section 3-1(b) <br /> There is no need to change this section with regard to state law on the structure of the housing <br /> authority changing. It is now 3 elected officers, 1 appointed by the governor and 1 appointed by <br /> the Select Board. However this section should be flagged for review by legal counsel to make sure <br /> it complies with the new state law. <br /> Section 3-1(c) <br /> Change "elective"to "elected" under Eligibility.
