Finance Committee
Minutes
March 21, 2024
It was explained by Mr. Collins that Article 10 of the Executed Special Town Meeting Warrant does not have a
dollar amount and he does not have one at the time of this meeting. He stated that he is anticipating the figure
will be provided at Town Meeting.
It was stated that there was a bit of confusion on Article 7 of the Executed Annual Town Meeting Warrant
because the Article referred to Sekonsett and it should refer to Red Brook.
A memo was distributed to the Committee from the Director of Finance with regard to Article 8 of the Executed
Annual Town Meeting Warrant. The memo explains that the cost is a processing fee for issuance of a loan to
fund Phase 1 of the Sewer Project.
Mr. Collins went on to say that he doesn't have any additional information pertaining to Article 9 of the
Executed Annual town Meeting Warrant with the exception of memo that was distributed to the Committee at
the start of this meeting from Superintendent Sanborn of Cape Cod Tech.
With regard to Article 32 of the Executed Annual Town Meeting Warrant, Mr. Collins said that this is relative to
timing and it was to get the road paved at the same time as sewering was taking place on Christopher Lane.
There was a memo distributed to the Committee form the DPW Director with regard to Article 33 of the
Executed Town Meeting Warrant expressing concern as to whether or not there is a firm grip on the figure that
it will potentially cost the Town because the area is entirely in the flood plain. This is a petition Article and will
still go to Town Meeting no matter how the Committee votes on it.
Ashley Fisher explained Article 7 of the Executed Town Meeting Warrant stating that$130,000 is remaining from
the DNR Building Budget and that she is seeking to repurpose those funds at Town Meeting in order to use them
to fund yard and storage space in the area of Fire Department 2. She said that the Department is currently
operating out of 31 Mercantile where they have shared parking and there is limited space for their equipment
and vessels. She said they are using the old skateboard park to store shellfish gear and vessels and that space
will no longer be available in the near future. They are also running extension cords and hoses from the Police
Department to the area in order to have power and water.
2. Take any Necessary actions regarding Articles on Hold.
A motion was made by Greg McKelvey to rescind the previous vote on Article#6 of the Executed Special Town
Meeting Warrant.
Motion seconded by Darlene Furbush.
VOTE: Passed 7-0-0
Roll Call Vote:
Mr. Pettengill,yes, Mrs. Furbush,yes, Mr. McKelvey,yes,Jamie Schuh,yes, Lee Smith,yes,Glenn Thompson,
yes, Richard Weiner,yes
Opposed, none
2
