School Business Administrator Erin Orcutt: (continued)° M <br /> In FY2019 the Cape Cod Technical School issued a bond in the amount of$68,985,000 at 3.32%for the new <br /> facility. The 20-year bond with fixed principal is due to expire in 2039. The FY2025 capital debt assessment to <br /> the Town of Mashpee is $476,292. The increase is due to the 5 additional students. <br /> With the capital assessment of$476,292 and the operating assessment of$1,142,273 the total estimated <br /> assessment for FY2025 for the Town of Mashpee is $1,618,565. <br /> In closing, it was noted that$300,000 is funded each year for the Other Post Employment Benefits (OPEB). <br /> The balance of the OPEB Reserve is $2,278,387. The net position of funding to liability is 14.35%. The Cape <br /> Cod Technical School was noted to have joined the Plymouth County OPEB Trust in 2015. The investment <br /> pool is strong as it is comprised of other counties. The fees are reasonable and the earnings have been <br /> substantial. <br /> Discussion followed with respect and concern to the rising costs associated to the school budget. <br /> Ms. Orcutt indicated there are no plans to increase staffing significantly. Any revenue that is returned is used as <br /> an offset for student supplies and materials. The school has a robust community program. Some of which is <br /> free for the unemployed, and grant funded by the Workforce Investment Board and other lease agreements such <br /> as the YMCA that generate revenue. The school is planning on purchasing land to instruct students on <br /> environmental, agricultural, and animal sciences in the future. Grant funds are being reviewed to secure <br /> infrastructure costs. <br /> Discussion and Approval of Teml or SignmPermit: <br /> Boston Interiors -„Annualv Tent wSale Ma , 16 2024 to Ma 20. 2024: <br /> A Temporary Sign Permit application was before the Select Board for(5)temporary signs for the annual Boston <br /> Interiors Tent Sale scheduled to be displayed from May 16, 2024 to May 20, 2024. Two 2'x3' free standing <br /> signs, two flag signs 2'x3' and one Yx13' temporary banner is proposed. <br /> Motion made by Selectman Wyman-Colombo to approve the Temporary Sign Permit Application of <br /> Boston Interiors for their annual furniture sale as presented. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: 4-0.
