Mr. Kent explains the property 119 Daniels <br />Island Road has an intent already in place for a dock and pier. However, they would like to move forward with <br />the second NOI which is on 15 Water Way, to draft plans for a new construction. Proposed <br />construction and maintenance of 14 single family dwellings having paved driveways, sidewalks, drainage <br />systems and associated utilities. Rep: Baxter-Nye Engineering & Surveying. (Cont. 5/4, 6/15, 7/13, 9/21, 10/19, <br />11/16, 1/11, 2/15) <br /> Mr. Eddy updated the board regarding March 21, 2024 Planning Board hearing. In which resulted in the <br />closing of public comments, a drafting of conditions with a vote expected within the next 3-4 weeks. Additional <br />updates included the submission of 3 master plans on March 8, 2024 to Mr. McManus’s office. The plans <br />consisted of a layout plan and 2 mitigation plans. The project as of today March 22, 2024 consists of 12 <br />dwellings which eliminates the negative impact on wetlands, village green area to the east side of the layout has <br />been removed and dwelling sites have been “shifted”. In regards to the DPW impact to the intersection the plan <br />is to create grading to direct the flow of the runoff towards the wetland. There is still an impact located at the <br />lower left side corner with isolated vegetated wetland but has been lowered to 937 square feet as opposed to the <br />original estimated 4,000 square foot impact. The initial mitigation of the bog restoration project which entailed <br />the active bogs being taken off line and reverted to natural wetland system found along Quaker Run. Currently <br />there are 2.3 acres after the mitigation is complete the new acreage will be 5.3. Finally Willowbend Planning <br />Board has been contacted and authorized the continuation of the project plans. <br /> All plan changes have been submitted to LEC and to continue communication with Mr. Eddy and Mr. <br />McManus. Additional conversation regarding the bogs new master plan ensured and concluded with the <br />understanding that the new mitigation plan shows all new bogs to the south running along Quaker Run south of <br />Quinaquisset Ave. However, the bogs located to the east are not on Quaker Run and not included in the <br />mitigation plan. No great detail in regards to the bog restoration design has been completed but have started the <br />initial preliminary review process. Prior to the next meeting additional updates will be submitted for the <br />commissioners to be update on the projects progress. There will be no discussions regarding these updates and <br />are for informational purposes only. <br /> <br />
