Resource Area: Buffer zone to BVW & Land under waterbodies/waterways <br />(Cataquin Pond) <br /> Mr. Shay explains that the application is for replacing a failed septic system with a new <br />Title V A/I compliant system. The existing system is situated near wetlands and partially extends <br />onto another lot owned by the applicant. The new system will consist of a 1500-gallon tank <br />located 119 feet away from the wetlands, with careful design to ensure maximum separation <br />from groundwater. Upon completion of the project, the system will be positioned 142 feet away <br />from the wetlands. The surrounding area will be vegetated, and the Board of Health has <br />approved the project without any concerns regarding overflow. The current Notice of Intent (NOI) focuses on repairing and replacing what was <br />removed for the septic installation. There is a request to upgrade from a gravel driveway to <br />permeable pavers in both upper and lower areas, with gravel drainage underneath and the use of <br />easy joint material to allow water to leach through. He references the submitted plan to the <br />commission and notes that existing stairs and walkways shown on the plan were removed in the <br />proposed plan and need replacement, along with the retaining wall at the bottom. The retaining <br />wall is already included in the current NOI, and there is a request to add a footing as per the notice, <br />which will be included in the design plan. <br /> <br />Mr. Wolfe further explains a mitigation plan for the disturbed area in the front yard due to the <br />septic installation, and an additional request from the homeowner involves the adjacent section of <br />the fire pit at the back of the dwelling. This area has fallen into disrepair, so the intention is to <br />remove everything by hand and reinstall with all new native species to revegetate the area. <br /> <br />Mr. McManus supports the mitigation plan, emphasizing the importance of swapping out existing <br />vegetation that is not conducive to the coastal bank. He suggests replacing it with native species <br />plantings to enhance the integrity of the bank, particularly in eroding coastal bank areas and coastal <br />dunes. He confirms that all hardscaping will replace what was previously there with new material, <br />remaining in the same footprint. <br /> <br />
