Proposed pool, patio <br />expansion, home additions, fence, hardscaping & mitigation. Rep: Cape & Engineering, Inc. <br /> Resource Area: LSCSF (AE/V zones), buffer zone to top of coastal bank & buffer <br />zone to bordering vegetated wetlands & saltmarsh. <br /> Mr. Lizardi-Rivera explains to the commission that the main improvements for this <br />project will involve the patio, pool, and cabana. Smaller aspects of the plan include additions to <br />the dwelling located at the wing section and rear. These additions will be within areas currently <br />used for existing decking, so there will be no change in the footprint. He notes that the applicants <br />intend to make this property their primary residence. Regarding the pool area, the project will <br />entail enclosing the pool with a fence, which will encompass a small section of the lawn. A <br />proposal includes replacing a section of the lawn with artificial turf for a putting green, aiming to <br />reduce the lawn area requiring less fertilizer, which Raul sees as a better alternative. <br /> <br />Mr. Lizardi-Rivera provides detail about the pool patio area, where the plan is to enlarge the <br />section furthest away from wetland resources to accommodate a new cabana, outdoor kitchen, and <br />walkways. To offset this enlargement, a portion of the pool patio area closest to wetland resources <br />will be removed. The site is located at the edge of the AE flood zone, which is not a coastal flood <br />zone. All work will involve replacing existing landscaping with new landscaping, including <br />additions to new sections of the site. The applicant proposes to do 650 sqft of native plantings <br />closest to the wetland and existing vegetation. Additionally, an application to the ZBA has been <br />submitted and is under review. <br /> <br />Mr. McManus emphasizes that the coastal bank on the site is manmade and not a natural coastal <br />bank, thus having little value as a vertical buffer to storm damage and not serving as a sediment <br />source for down-drift coastal beach dunes. He provides more detail regarding the additions <br />mentioned earlier, stating they are within areas of existing illegal structures. Moreover, the <br />hardscape will have runoff directed to catch basins and drains, and no grading changes are <br />proposed, so the topography of the lot will remain the same. Mr. McManus believes that the <br />outdoor amenities proposed will not result in the diversion of floodwaters. <br /> <br />All proposed work is within setback requirements except for a small section of the fence, and the <br />proposed mitigation is on a 2:1 ratio to enhance the buffer zone at the closest edge of the wetland. <br />Mr. McManus suggests considering a chain-link fence for the fence within the velocity zone due <br /> <br />
