January 30, 2024 Minutes – Mr. Tomaino made a motion to accept the minutes as presented, <br />which was seconded by Mr. Noonan. <br />Motion passed Unanimously <br />OLD BUSINESS <br />____________________________________________________________________________ <br /> <br />Review of Draft Sections: <br /> Initial Thoughts: <br />Mr. Lehrer: <br />o Conditions Section: Greater clarity required for the New Seabury special permit <br />and other zoning concerns. <br />o Following consultation with the consultants, a more detailed recommendation list <br />will be provided. <br />o Hazard Mitigation Plan (currently undergoing state-level review) - Notable <br />overlap exists. <br />o Enhanced documentation on resilience is necessary for climate-related impacts. <br />o Overall, the plan appears well-conceived in its current presentation. <br />o Further scrutiny will be given to the implementation sections of the plan. <br />Mr. Tomaino: <br />o The draft presented today is commendably organized. <br />o Drudging: Add new rates for Barnstable County. <br />o Proposed utilizing the marina for drudging into the bay, with potential for <br />additional funding through grants. <br />o Comments concerning SPB and the advancement of longer, wider, deeper <br />permitting were also included. <br />Ms. Fisher: <br />o Impressed with draft as currently presented <br />o Revisions required for the aqua filter. <br />o Expresses confusion regarding the preservation of shellfishing and delineation of <br />areas for aquaculture. Clarification needed on distinctions between the Mashpee <br />seeding and propagation program and private aquaculture. <br />o The deadline for harbor planning and the town facilities plan will be rescheduled <br />to an earlier, yet undetermined date. <br />Mr. Noonan: <br />o Document is extremely well written <br />o Question: How detailed will the recommendations and actions be? The current <br />presentation of the plan appears overly general. It is suggested to incorporate <br />both short-term and long-term goals to manage the extensive information more <br />effectively. <br />Ms. Colombo <br />o Draft in its present state is well written, clear, and easy to follow. <br />o She highlights the clarity and urgency conveyed in the tone of the climate change <br />concerns. <br />o Furthermore, she concurs with Mr. Tomaino regarding the suggestions and/or <br />concerns regarding drudging. <br />Mr. Oakley <br />o Feels draft is well put together, easy to follow and an easy read as it is currently <br />presented <br />o The priorities are effectively highlighted. <br />o Captured the complexity of the ancient traditions within the town and <br />acknowledged the voice of the Tribe. <br /> <br />
