NEW BUSINESS:

1. Aquaculture Grant: Application by John Quiterio to take over previous Ronhock grant located in
Great River.
Chris Avis reported that John Quiterio previously applied for an Aquaculture Grant in the Upper Great
River near Jehu Pond. It was approved. Subsequently, water quality testing took place during the
summer in the Jehu Pond and Upper Great River and it failed 3 to 4 times.
It is being requested that Mr. Quiterio be approved to take over the site that was relinquished by Mr.
Ronhock.
Co-Chair Cook asked Mr. Quiterio if he is currently employed by Cape Cod Oyster and Mr. Quiterio said
that he is not and that he retired. When Co-Chair Cook asked if Mr. Quiterio will be affiliated with Cape
Cod Oyster Mr. Quiterio said he will not be.
Co-Chair Cook inquired about the Order of Conditions on the site. Mr. Avis said that the site is still an
active grant and that it will basically be just a name change and will transition right over.
Jamie Pachico asked if Chris had spoken to Ashley Fisher regarding the Order of Conditions for that area
as he understood that it does not allow for floating gear. Chris responded that the area does allow for
floating gear. Chris stated that he read over the Army Corp application and that it allows for bottom gear,
floating gear and oysters and quahogs.

Chris Avis made a motion to approve that John Quiterio relocate to the previously relinquished
Ronhock site in Great River.
Motion seconded by Daryl Christensen.
Motion passed by unanimous consent.

Co-Chair Cook asked if this is a transfer of the Aquaculture Grant and Mr. Avis said it’s not.
Co-Chair Cook stated that if it isn’t a transfer, if he’s not mistaken, it has to go to a Public Hearing.
Mr. Avis responded that it does and that is at the Select Board level.

2. Shellfish Constable’s Report.
st
Chris Avis gave his Shellfish Constable update stating that as of April 1 they have dropped close to
48,000 oysters at Mashpee Neck Landing. These oysters were taken from bottom gear in the Mashpee
River.
It was reported that the Shellfish Technician and the NRO have recently completed and passed the
Fundamentals of Aquaculture training.
Chris said the vessels are in great shape. S-1 had some water intrusion. It was repaired by the NRO and
will be inspected after 20 hours of service to be sure the intrusion has stopped. This vessel also received
bottom paint, enhanced rub rails, rewired fuel sending unit and updated hour meter.
S-2 is moored at Ockway Bay and has received rub rails, the crane control box was moved into the port
side fish box, it was rewired, hours updated, lower unit was pressure tested an new water pump was
installed.
S-3 is in the storage area.
There was a 2 day event on oil spill training at Ockway Bay outlining ways to mitigate an oil spill near or
around Aquaculture Grants.
Chris reported that the kelp farm didn’t do well despite surrounding Towns that participated in the County
wide effort doing very well. Chris stated that they are not giving up on it.
Chris went on to state that the Department is currently sampling several sites to compile salinity data.
The goal is to place condos, bottom trays and floating gear effectively, in order to maximize the oyster
growing season.
Chris reported that the Department is still waiting to hear from the DMF regarding the replacement area
Biologist. He stated that there has been a lot of movement within the DMF due to the EPA hiring with
higher pay.
2
