Minutes of Meeting <br /> Plan Review Committee <br /> Tuesday, February 6, 2024 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Additional topics <br /> (This space is reserved for topics that the Chairman did not reasonably anticipate would be discussed.) <br /> Mr. Peltier mentioned he had a conversation with Nick Pastore at 40 Evergreen Circle. <br /> Mr. Peltier is concerned that Mr. Pastore is adding square footage to the building, and <br /> there is no sprinkler system. Mr. Morris mentioned that Mr. Pastore stopped by the office. <br /> Mr. Seabury mentioned that he will be working on changing part of the personal kennel <br /> bylaw because it actually conflicts with the Health Department regulations. The bylaw <br /> states (5)five or more dogs for a kennel license, and the regulation for the State is actually <br /> (4) four. He also asked the Committee if personal kennels should remain under Plan <br /> Review. Mr. Seabury believes that the bylaw was written for construction of a commercial <br /> building. Personal kennels are for residential homes that require a meeting with the Board <br /> of Health, Plan Review, and the Clerk's office just for their own personal dogs. <br /> Mr. Lehrer said if he receives a memo from Board of Health, he can bring it to the Planning <br /> Board. Mr. Lehrer believes there is only one benefit to having this proceeding, that doesn't <br /> necessarily require the need for a meeting, unless the Animal Control Officer receives a <br /> complaint and needs to be involved. Mr. Lehrer suggested that the Board of Health <br /> regulations could acquire a letter from the Animal Control Officer at the Police <br /> Department. As long as that letter is captured in the regulations, that would be fine. He <br /> believes that the personal kennel bylaw was for regulating an actual structure. The Zoning <br /> Bylaws regulates structures. <br /> Mr. Seabury agreed that if someone is intending to build a larger structure for a kennel, <br /> then it would need to be reviewed. Mr. Lehrer said that the few applications have never <br /> been for a structure. <br /> Mr. Morris made a motion to adjourn. Mr. Lehrer, so moved, Mr. Seabury, second. All <br /> were in favor to adjourn.
