Authority vacancy procedure. Ms. Conn reported that once a tenant notifies the housing <br /> authority that they are vacating a list pull from Common Housing Application for <br /> Massachusetts Programs (CHAMP) is completed, There is a 10-day waiting period to <br /> screen applicants once the screening packages are mailed. After ten days the staff then <br /> begins to verify eligibility. Meanwhile the Maintenance staff is completing the vacancy <br /> turnover, based upon the move out inspection. The average time to to and lease a unit is <br /> approximately 30-60 days depending on the condition of the unit, and the applicant <br /> response to the waitlist pull. Mashpee historically leases units within the required timeline. <br /> Ms. Conn then reviewed the Breezy Acres Building Envelope Project 172052. There are <br /> two proposed change orders, one for installation of exterior spigots, and one for rot repairs <br /> from previous ant/termite pest damages. Ms. Conn then provided an update by building. <br /> Building 15,roof&window installations are complete,and they are working on insulation. <br /> Building 13, roof is complete, windows are approximately 85% complete, and the <br /> insulation work will follow. Building 11 the roof is 75% complete, and the window and <br /> insulation installation will follow. Work extensions have been granted due to weather <br /> conditions. Ms. Conn discussed challenges with the reimbursement method of billing from <br /> the Community Preservation Act funds; going forward it will be difficult to wait for the <br /> vendor to cash the check, and then submit the invoice for reimbursement to the To Ms. <br /> Conn will reach out to the To to discuss to keep the project moving. <br /> S. Old Business: Mr. Klein reported on the appraisal for the Pickerel Cove 17-acre parcel. <br /> The family has decided that they only want to sell the back acreage. The Community <br /> Preservation Committee will be meeting this evening. He also distributed a flyer regarding <br /> Clean Water. Ms. Conn reported that she will need board members to submit their <br /> certificate of training from the Executive Office of Housing & Livable Communities <br /> (EOHLQ training portal once complete and reminded members that the training should be <br /> completed on or before April 15, 2024. Ms. Conn reported that the website is still in <br /> development, but the domain issue has been resolved and the website will be up and <br /> running before the next board meeting. Ms. Conn reported that all staff evaluations have <br /> been completed, except for the Assistant Director. The board requested the Executive <br /> Director evaluation template be sent out to all board members so that the evaluation can be <br /> completed at the next meeting. Ms. Conn will also draft the 5-year Executive Director <br /> contract renewal for the next board meeting. <br /> 6. New Business: Ms. Conn presented the list of policies, and draft policy update schedule. <br /> The board reviewed the draft schedule,and a brief discussion occurred. This document will <br /> assist in keeping the Housing Authority on track to update the policies every three years as <br /> recommended. Ms. Allen moved to approve the Policy Update Schedule as drafted, <br /> seconded by Ms. LeClair. Motion carried. 5-Ayes, O-Nays. <br /> 7. Other Business: None. <br /> 8.
