Minutes of Meeting
Plan Review Committee
Tuesday, May 21 , 2024
Mashpee Town Hall Waquoit Meeting Room
This will retain any water runoff toward the drainage system in the front. There is no
utilities required: no septic system, no electrical, and no water needed. The drainage
system consists of a retention basin that is 4 ft. deep. There is a subsurface leaching
component. After a 2 ft. rise of the water level within the basin, the subsurface leaching
forms galleys that are designed for a 100-year storm event. Mr. Lizardi stated that among
the items stored there will be trailers.
Catherine Laurent, DPW Director
Ms. Laurent asked if the track pad will remain in place. Mr. Lizardi stated that the apron
and the subsequent space 30' x 35' ft. of deep crushed stone will remain. During the prep
work the crushed stone might get swept around, but if the Committee wants to
recommend a temporary 4" trap rock size that will eventually be removed when
construction is complete.
Ms. Laurent said; yes to the recommendation, and that the pad remain even after
construction because it's a gravel yard, and needs to be permanent. Ms. Laurent stated
the erosion control should be extended along the entire frontage of the construction
entrance.
Ms. Laurent asked if a Cape Cod berm is proposed. Mr. Lizardi stated; yes, on the 25 ft.
inner radius and on the 50 ft. side.
Ms. Laurent stated that vehicles need to remain on the paved surface and recommends
an exaggerated berm or granite curbing be installed. Mr. Lizardi stated that the
exaggerated berm is 1 ft. wide, 3" high, the curbing is 2 ft. long, 5". He will review this with
the applicant, and the ZBA.
Ms. Laurent wanted to know if there will be a trash receptacle. Mr. Lizardi does not believe
there will be anyone onsite because it is just a storage yard. (The business service is not
confirmed whether it will be opened to the public or just contractors).
Evan Lehrer, Town Planner
Mr. Lehrer stated that he will recommend to the ZBA a condition that any material
processing and production, i.e., bio-wood, or green waste disposal is not allowed because
the lot is located in the Ground Water Protection District. These activities are prohibited.
Storage of these materials in containers would be reviewed by the Fire Department. But
any storage of processed material or any organic processing should not be occurring on
this site. Mr. Lehrer mentioned that the ZBA could ask for a peer review for inspection of
the grading, and the construction.
2
