48 Greenwood Rd, Daniel & Joyce Marsters. Proposed raze, replace, and <br />maintain of single family dwelling, new I/A septic system, with new hardscaping and <br />landscaping improvements. Rep: Marsh Matters Environmental. <br /> <br /> Resource Area: LSCSF (landlocked lot-no other wetlands within 150ft of <br />the project site). <br /> <br /> Mr. Ball initiates the hearing with a recap of a previous session concerning the subject <br />property, which involved proposals for fill on the property and a future raze and rebuild <br />structure, including a new septic system. He acknowledges that the Commission had expressed <br />concerns about the amount of proposed fill and the lack of detail provided, which led to an <br />inadequate hearing. Since then, a new draft has been prepared, offering greater detail of the <br />project. The existing property will be demolished and replaced with a new dwelling set on a <br />flood zone compliant foundation. The aging septic system, approximately 54 years old, will be <br />replaced with a new I/A septic system featuring a denitrification component. The new proposal <br />entails significantly less fill, necessary to accommodate the increased foundation size and the <br />new septic system components. Additionally, the asphalt paved driveway will be replaced with a <br />gravel driveway. <br /> <br /> Mr. Dib adds commentary regarding the new I/A septic system, stating that it will <br />include an upgraded low profile leach field. Recent test bits were performed as per requirements, <br />and minimal grading will be necessary. However, he notes that the northeast corner of the site <br />features a retaining wall, approximately 20ft x 30ft, solely to support the elevation needed for the <br />new leach field. Roof drains will also be added. Upon reviewing the current plan, Mr. Dib <br />suggests some possible changes that could benefit the project and proposes consideration for <br />making these changes a condition to close and issue. <br /> <br />COMMISSIONERS COMMENTS <br /> <br /> Conversation ensued concerns about the retaining wall, the repositioning of a shed, the <br />potential impact of the final project on neighboring properties and exploring additional options to <br />address these concerns. <br /> <br />There are no public comments. <br /> <br /> Motion made by Mr. Cook for a continuation to May 9, 2024 at 6:54 pm.
