JUNE 12, 2024 <br /> MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> Attorney David Lawler represented the applicants for White Oak, also present was Raul Lizardi- <br /> Rivera with Cape & Islands Engineering. This property is located at 77 Echo Road. A contractor's <br /> yard is only allowed with a Special Permit under Section 174-24 C (2) and Section 174-25 G (13). <br /> This project request was presented to the Design Review and Plan Review Committees on June 4 <br /> and was forwarded to Pesce Engineering for a peer review. Attorney Lawler stated that there is no <br /> relief being sought other than a Special Permit. <br /> Mr. Rivera the proposal consists of a contractor's yard the majority of the site is a gravel surface <br /> material. The proposed drive way of the south east corner of the property and will be paved for a <br /> width of 30 ft. and a depth of 25 ft. from the edge of Echo Road. During Plan Review it was <br /> recommended for exaggerated berms on the sides with a 2 ft. berm on the entrance to the driveway. <br /> There will be a stone apron necessary for construction purposes and site clearing of the property, <br /> and was recommended to become a permanent gravel pad for vehicles exiting and entering the <br /> site. The drainage is concentrated in the front of the property and grading the whole property from <br /> the back to the front with a drain facing at the front that is typical with industrial site in Town. The <br /> two sides of the property will have elevated earth berms with planted vegetation. The rear will <br /> have a 10 ft.wide buffer. There is no berm in the rear of the property because it is the highest point <br /> of the site and is not required. There will be material storage bins located on the left of the property, <br /> and the right side is the access to all the bins. There was a letter of recommendations submitted by <br /> Pesce Engineering and was reviewed by the Owner of the property and the business owners. <br /> Mr. Rivera stated there were four comments that were submitted that he reviewed and shared with <br /> the Board. 1) The test pits are located on the plan located on Lot 7, abutting property on the left, <br /> and there are four test pits on the property. 2) The drainage system is designed for 100-yr storm. <br /> 3). There are two rip wraps water ways to be connected with a 4 ft. wide gravel strip. 4)A concrete <br /> pad was discussed and accepted at Plan Review, and the other recommendation was for a pervious <br /> surface either concrete or pavement for vehicle parking that will be a 25 ft. by 100 ft. paved area <br /> located in the rear of the property. There will also be a spill lit provided for the paved pad. Mr. <br /> Rivera did revise the plans and wanted to confirm that the Board could accept them. <br /> Mr. Reidy mentioned the comments submitted by Pesce Engineering dated June 9, 2024 that was <br /> discussed by Mr. Rivera and was agreed upon by the Owner. There were no other department <br /> comments. <br /> Mr. Furbush wanted to know the outcome of the request for storage trailers. Mr. Rivera said that <br /> the trailers was requested under the original proposal. During Plan Review, it was discussed by <br /> the Town Planner that these containers are not allowed in the Ground Water Protection area, and <br /> the Owner agreed to withdraw that request. <br /> 13 <br />
