Sandra Tripp gave her monthly sewer construction update. She stated that she is going to give
an update on Phase 1, Phase 1-A and Phase 2 (which is currently under design).

Ms. Tripp said the update pertaining to the plant is more of the same as last month. They are
starting to work on the exterior of the buildings. Putting in door stoops, hooking up blower air
pipes in the process building. Nothing has been powered up yet as they are still waiting for the
MCCs to be delivered. More equipment is arriving and being installed.
Everything has been installed and hooked up in the preliminary treatment building. The odor
control system has been delivered to the site.

Sandra stated the springtime work has started at the collection systems, with paving and
installation of laterals on Orchard Road as well as miscellaneous pipe work.

It was reported that a change order was done to include odor control systems at the pump
stations.

Due to a technical problem, Sandra wasn’t able to get her computer to connect making it
difficult to report and provide a visual on cash flow and time spent. She stated that there are
215 days left on the contract for the treatment plant and the contractor hasn’t requested an
extension yet. It was noted that it will probably go out through July due to the supply chain
issues. There has been 73% time spent on that contract and 66% spent.

Spending is flattening out on the collection system contracts.

Sandra reported that last month they had open bids on Phase 1A, the Alternate Re-Bid Project.
She stated that the bids were very good. Their estimate is $5.2 million and the range in bids
came in at $4.7 million to $6 million. They have since received Authorization to Award from the
DEP and the Town has awarded the contract to Dig It Construction LLC out of South Dennis,
MA. The contractor is getting their Certificates of Insurance and Bonds pulled together then
the contract will be executed, presented to the Commission and then to the Town Manager for
his signature. Construction should start sometime in June and the duration is expected to be 19
months.

Sandra stated that there are 30 properties in Phase 1 being served by low gravity systems and
that GHD and Jared Meader have been working on the procurement of the grinder pumps for
the systems. Bids for procurement of the equipment should hit the street within the next
couple of months.

It was reported that boring contractors with drill rigs and surveyors are out working on Phase 2
of the project, which is currently under design. They are expected to be working through the
end of June.

The design for the upgrade to the treatment plant is progressing. This upgrade is to make it
possible to open another train and will also include 4 addition sand beds.
2
