CHARTER REVIEW COMMITTEE MINUTES Monday, March 25, 2024* 4 <br /> Update Edits to Spreadsheet <br /> The spreadsheet will be updated at a later meeting. <br /> Listing of Actions taken <br /> An updated list of changes the Committee has voted on so far was distributed to the Committee. <br /> Don Myers asked if there was still a plan to reach out to the Board of Library Trustees regarding <br /> the constituency of the Board. <br /> Town Manager Rodney Collins suggested that he would contact the Library Director and that <br /> John Miller would contact the Chair of the Trustees. <br /> The Preamble is missing the word unity in the last sentence. It will be added and the updated list <br /> will be redistributed at the next meeting. <br /> New Business <br /> Charter Changes Review: Article 5, Admin Organization <br /> Cathy Lewis began review of Article 5. <br /> Section 5.1 (b) <br /> There was a note regarding adding electronic postings of public hearing notices on the Town <br /> website. Cathy Lewis said adding electronic posting would expand the Town's reach and enhance <br /> public participation. <br /> The Committee agreed that electronic postings would be an addition to this section. The public <br /> hearing notice would be published in the local newspaper and electronically. Further discussion <br /> was had regarding the Town website being the official bulletin board however if the website were <br /> to shut down there should be a contingency plan for the Town Hall bulletin board to be the <br /> backup. <br /> Mary Waygan said that it is a barrier when public meetings are not posted on the website and <br /> residents have to physically come down to Town Hall to get information about meetings. <br /> Section 5.5 <br /> Cathy Lewis referred to the Director of Municipal Finance. <br /> Rodney Collins explained that in accordance with the Town's Administrative Code the Director of <br /> Finance can be one of the following three people, the Town Accountant, the Treasurer and <br /> Assessor. <br />
