Collins, <br /> Pledge of Allegiance <br /> Moment of Silence <br /> Public Comment <br /> I respectfully request the Charter Review Committee consider the following changes to Section <br /> 5-7 (b) the composition of the Planning and Construction Committee: <br /> At present, five out of the seven positions on the Town's Planning and Construction Committee <br /> remain unfilled. I believe this situation stems from overly restrictive requirements outlined in the <br /> Charter for committee membership. Moreover, given the committee's significant responsibility <br /> as outlined in the charter, which states that the planning and construction committee shall be <br /> responsible for all work in connection with the authorized construction on any municipal <br /> building, vacancies of such magnitude should be advertised once they arise, I suggest adding <br /> language regarding the posting of vacancies.Additionally, I propose that the committee considers <br /> amending Section 5-7 to include provisions for ex officio members, which could potentially <br /> alleviate the issue of numerous vacancies on the committee. <br /> Another suggestion I would like to put forward is for the Select Board to actively seek individuals <br /> with experience in environmental science or consider appointing the Conservation Agent as an <br /> ex officio member in the event of a vacancy. Given the intricate involvement of conservation in <br /> open space acquisition, having such expertise or representation could greatly benefit the <br /> committee's effectiveness. My suggested changes are below. <br /> Section 5-7 Planning and Construction of Buildings and Other Facilities <br /> Composition, Mode of Appointment and Term of Office - There shall be a permanent building <br /> and other facilities planning and construction committee (which may be referred to as the <br /> planning and construction committee) consisting of seven members. Six of the committee <br /> members shall be appointed by the Board of Selectmen for terms of three years each so arranged <br />
