*CHARTER REVIEW COMMITTEE MINUTES Monday, April 8, 2024* 5
Mary Waygan referred to a note about adding electronic posting throughout the Charter and also
referred to documentation from the AG's office cautioning Towns and if they use the website as
their official bulletin board, they have to make sure that it's up and running and with no laps of
more than six hours on a business day excluding holidays.
She also suggested asking the AG's office if it would be okay to say that's our official bulletin
board. To make the website our Official bulletin board. For some reason that's down. For
technical reasons, we'll post it.
Don Myers said my take away from reading that. Six hours on a business day.You know, we have
to check with our IT person to see how reasonable that is, but I felt fairly comfortable because I
don't believe we host. So that's depending upon you know, whoever the host is to have it up.
Generally speaking their redundancy is pretty good. Unless there's something corrupting the
particular web page. That's much more technical than I want to get into, and so I think we need
to defer that first to our IT person, second to our attorney.
He also said I've experienced in the last few years. Is the school committee goes through a, has a
public hearing, subsequently votes usually end of January, early February on the school budget.
And then there's discussion still taking place because. The town manager hasn't got a grasp on
his budget yet, and so once things become more clear then there's has been historically a
subsequent discussion with the school in regard to are there any flexible, any flexibility? And then
we've had to have a subsequent by the school permission. You know, it seems to me like we're
getting the cart before the horse. And that. That discussion or clarity should happen while things
are still fluid. So that you know everyone can get to some agreement and then we don't have to.
Kind of go through the circular process.
Cathy Lewis added having witnessed it in other towns as well, other school committees will wait.
They're not the first to submit. Mashpee is kind of an outlier in terms. Of our dates. Other school
committees will they'll do like what we do and start working and have our preliminary budget.
But the vote won't necessarily, the presentation of the select board orthe town Manager Finance
Committee won't happen until after the town manager has kind of collected things is what I've
heard from other school committee colleagues. And then the vote will happen after as dawn kind
of indicated the dust settles a little bit and a better idea of like what?
Carol Sherman added with the deadline it says it starts August 31st. Budget guidelines distributed
to department heads and then boom deadline for submissions of fiscal year budgets in and Munis
in September 29th, and then request forwarded to the select board in the Finance for review in
December. Then school budget adopted by the school committee due to the town manager
January 18th.
Mary Waygan suggested that there should be another sentence put in there. Maybe that
sentence could be your draft. Then maybe you can finalize it.
