*CHARTER REVIEW COMMITTEE MINUTES Monday, April 8, 2024* 4 <br /> Continue Review: Article Four <br /> The Committee continued review of Article Four <br /> Section 4.4 Temporary Absence - By letter filed with the Town Clerk, the Town Manager shall <br /> designate a qualified town administrative officer or employee to exercise the powers and <br /> perform the duties of Town Manager during a temporary absence. During a temporary absence <br /> the Select Board may not revoke such designation until at least ten (10) working days have <br /> elapsed,whereupon it may appoint another qualified town administrative officer or employee to <br /> serve until the Town Manager shall return. <br /> Carol Sherman said that it says temporary absence by letter filed with the Town Clerk The town <br /> manager shall designate a qualified administrator, but I think we put in designate the assistant <br /> town manager. I mean assistant town manager. <br /> Don Myers asked Is it the whole point to have the assistant town manager, but also to tie in to <br /> section 4.3 that you have a qualified subordinate or employee who's being appointed powers to <br /> exercise any power of the Town Manager and are we wanting to specifically add the Assistant <br /> Town Manager comma? <br /> It was suggested that this section say designate the assistant town manager, if available. <br /> Cathy Lewis said that's why I kind of like the wording as it is town administrative officer or <br /> employee. Leave it open. Because you could have a director of Community development who the <br /> town appoints,this is if we have no assistant town manager, maybe the department,the director <br /> of Community Development would be right. <br /> Carol Sherman suggested qualified town administrator, officer or employee to serve until the <br /> town manager shall return. <br /> Don Myers suggested wording it so that it designate that the assistant town manager, a qualified <br /> town administrative officer or employee. Insert after the word designate in the second line, you <br /> put the assistant town manager. <br /> The Committee agreed to wait for the Town Manager to be in attendance before voting on this <br /> section. <br /> Cathy Lewis added following up on that point,for B,we need to insert an Assistant Town Manager <br /> and the third line, not the Select Board, shall appoint. <br /> Carol Sherman noted adding a part d Unanticipated Circumstances. <br /> This will be placed under considered changes until the Town Manager is consulted. <br /> Article 6 Administrative Organization <br /> Section 6.2 <br />
