CHARTER REVIEW COMMITTEE MINUTES Monday, March 4, 2024* 2 <br /> Motion made to add "annual review if the Superintendent" to section 3-3(b) made by Mary <br /> Waygan, motion seconded by Greg McKelvey. <br /> The Committee discussed the legal aspect of adding this, there may be a Massachusetts General <br /> Law tied to this section also adding the annual review may be redundant. <br /> Motion withdrawn by Mary Waygan. <br /> Section 3-4 Town Clerk <br /> Greg McKelvey suggested leaving this section alone until after the survey has been concluded. <br /> Darlene Furbush agreed to keep the section open for further discussion. <br /> The survey has not been posted yet. <br /> Rodney Collins said, regarding the Town Clerk, being chain of command type of individual he <br /> thinks the department head reports to the Town Manager and the Town Manager reports to the <br /> Select Board. <br /> The incumbent is retiring and if the position of Town Clerk was going to be changed to an <br /> appointed position then the time would be now. <br /> Section 3-5 Board of Library Trustees <br /> Don Myers asked why there were seven trustees on the Board. It seems excessive. <br /> Carol Sherman proposed changing the number to five trustees. <br /> Rodney Collins recommended having a member of the Board come in and explain the reasoning <br /> for having seven trustees before bring the number down to five. <br /> David Weeden also agreed that the Committee shouldn't make a change without having input <br /> from the Board. <br /> The Trustees may also have some documentation regarding the composition of the board. This <br /> section will be left for further discussion after input from them. <br /> Section 3-6 Town Moderator <br /> Under section 3-6 (b)there was a suggestion that appointment of the representatives to the Cape <br /> Cod Technical High School should be added under Powers and Duties and that the School <br /> Committee should be involved in the appointments. <br /> Greg McKelvey asked if the Town Moderator could make the appointment after a <br /> recommendation by the School Committee. <br /> John Miller said that there may be merit to including this in the Charter. It may be useful for <br /> future moderators. <br /> Don Myers said that he takes adding this would make the School Committees involvement more <br /> formal however the appointment still defaults to the moderator.
