CHARTER REVIEW COMMITTEE MINUTES Monday, March 4, 2024* 3 Town Moderator shall appoint representatives to the CC Regional Technical High School in consultation with the School Committee." Rodney Collins proposed changing this suggestion to "after consultation" the Town Moderator shall appoint representatives to the CC Regional Technical High School after consultation with the School Committee." Don Myers said from a School Committee perspective he would like to see that consultation occur. Adding this doesn't force the Moderator to accept the School Committees recommendation. Motion made by Cathy Lewis to add to section 3-6(b) "the Town Moderator shall appoint two representatives to the Cape Cod Regional Technical High School after consultation with the School Committee." Motion seconded by Rodney Collins. Roll call: Miller,yes Weeden,yes Collins,yes Furbush,yes Lewis, yes McKelvey, abstain Myers, yes Sherman, yes Waygan, yes Vote: 9 yes Section 3-7 Planning Board The Committee discussed adding two associate members to the composition of the Planning Board, however it was decided that there would be no change to this section. Section 3-8 Mashpee Housing Authority In 2021 the law changed. The housing authority shall consist of five members. Three members shall be elected; one member shall be appointed by the Commonwealth; one member shall be elected by a tenants association if one exist, if there is no tenant association the Select Board makes the appointment. Mary Waygan said to strike four members from the second sentence and replace it with "one member of the housing authority shall be a tenant member appointed by the Select Board and three members shall be elected at annual Town Meeting per M.G.L. c. 121 b section 5. The vacancy became effective in 2021. The Committee will reach out to the Housing Authority and collaborate the wording for them. Mary Waygan will reach out to housing authority. The Housing Authority meets March 13, 2024. Section 3-1 (i) 6 Appointment of Person Recalled No person who has been recalled from an office, or who has resigned from office while recall proceedings are pending against them, shall be appointed to any Town office within two years after such recall.
