CHARTER REVIEW COMMITTEE MINUTES Monday, March 4, 2024* 4 Cathy Lewis pointed out that Chatham has this in their charter that a person recalled can't be appointed for a year. Mary Waygan suggested bumping the number down to one year and provided the Committee with number of years other towns listed in their charter, two years seems too punitive. Motion made by Mary Waygan to change Article 3-1 (i) 6 to say "No person who has been recalled from an office, or who has resigned from office while recall proceedings are pending against them, shall be appointed to any Town office within one year after such recall or resignation" motion seconded by David Weeden. Roll call: Miller,yes Weeden, yes Collins,yes Furbush,yes Lewis, yes McKelvey, abstain Myers, yes Sherman, yes Waygan, yes Vote: 9 yes John Miller distributed updated copies of the survey. The electronic form will be available soon and hard copies will also be made available. He will meet with the library director to go over the survey. The survey will be available until the end of April. There should also be an email blast sent out to the different departments to announce that the survey is up. The updated draft of the preamble was distributed to the Committee. John Miller referred to the Town Clerks suggestions from the last meeting, EXECUTIVE BRANCH: ELECTED OFFICERS, 3-1(c) In General (c) Eligibility—Any voter shall be eligible to hold any elective town office provided however, no person shall simultaneously hold more than one (1) elected town office or hold any appointed town office except as an ex officio member of a multiple member body. An individual may appear on the ballot for only 1 office at any regular or special town election. Mrs. Kaye is now requesting that the Committee solicit from the Select Board permission to add this to the May town meeting warrant. The Committee believes it is not effective to only have the one change presented at town meeting. The general consensus is no. John Miller will report back to the Town Clerk Section 4-1 Appointment Qualification &Terms The subject of the Town Manager being a resident of the Town is on the survey and the Committee will consider this proposal after the survey results come back. The Committee discussed the makeup of the screening committee. The bylaw that establishes the committee will need to be reviewed before making any changes. Also this will be addressed when reviewing Article 8.
