CHARTER REVIEW COMMITTEE MINUTES Monday, March 4, 2024* 4 <br /> Cathy Lewis pointed out that Chatham has this in their charter that a person recalled can't be <br /> appointed for a year. <br /> Mary Waygan suggested bumping the number down to one year and provided the Committee <br /> with number of years other towns listed in their charter, two years seems too punitive. <br /> Motion made by Mary Waygan to change Article 3-1 (i) 6 to say "No person who has been <br /> recalled from an office, or who has resigned from office while recall proceedings are pending <br /> against them, shall be appointed to any Town office within one year after such recall or <br /> resignation" motion seconded by David Weeden. <br /> Roll call: <br /> Miller,yes Weeden, yes Collins,yes Furbush,yes Lewis, yes <br /> McKelvey, abstain Myers, yes Sherman, yes Waygan, yes <br /> Vote: 9 yes <br /> John Miller distributed updated copies of the survey. The electronic form will be available soon <br /> and hard copies will also be made available. He will meet with the library director to go over the <br /> survey. <br /> The survey will be available until the end of April. There should also be an email blast sent out to <br /> the different departments to announce that the survey is up. <br /> The updated draft of the preamble was distributed to the Committee. <br /> John Miller referred to the Town Clerks suggestions from the last meeting, <br /> EXECUTIVE BRANCH: ELECTED OFFICERS, 3-1(c) In General <br /> (c) Eligibility—Any voter shall be eligible to hold any elective town office provided however, no <br /> person shall simultaneously hold more than one (1) elected town office or hold any appointed <br /> town office except as an ex officio member of a multiple member body. An individual may <br /> appear on the ballot for only 1 office at any regular or special town election. <br /> Mrs. Kaye is now requesting that the Committee solicit from the Select Board permission to add <br /> this to the May town meeting warrant. <br /> The Committee believes it is not effective to only have the one change presented at town <br /> meeting. The general consensus is no. John Miller will report back to the Town Clerk <br /> Section 4-1 Appointment Qualification &Terms <br /> The subject of the Town Manager being a resident of the Town is on the survey and the <br /> Committee will consider this proposal after the survey results come back. <br /> The Committee discussed the makeup of the screening committee. The bylaw that establishes <br /> the committee will need to be reviewed before making any changes. Also this will be addressed <br /> when reviewing Article 8. <br />
