She suggests more time be given to the Commissioners to allow <br /> for onsite inspection at their own discretion and to review the submitted application, <br /> drafted plans, and any additional supporting documentation prior to the following <br /> meeting. Ms. Clapprood proposes several additional options to the Commission for <br /> consideration. Mr. Colombo updates Ms. Clapprood on previous meetings pertaining to <br /> this topic and what transpired. Further discussion ensued; Mr. McManus supports Ms. <br /> Clapprood's suggestion of allowing additional time for the Commissioners to review the <br /> completed application file. Additional deliberation took place. <br /> • CHAPTER 172, REGULATION 6: Mr. McManus updates the Commission on a <br /> proposed regulation for efficiency purposes, mandating the recording of plans with the <br /> Registry of Deeds. However,previous attempts to add this to the Order of Conditions <br /> have resulted in hardship for the applicant with the Registry of Deeds and their filing <br /> processes. Mr. McManus conducted a personal investigation into this matter and <br /> concludes that the process required by the applicant is tedious and perplexing. He <br /> suggests incorporating a recurring stipulation within the Order of Conditions, mandating <br /> that each condition distinctly reference pertinent details such as the plan date, creator, <br /> recorded plan date,revision dates, and any other significant information pertaining to the <br /> recorded plans right at the outset of every Order of Conditions. Mr. McManus highlights <br /> that this could be a regulation for discretionary requirements in respect to public hearings. <br /> It is concluded that the Town Council will be involved for further deliberation. <br /> • REGULATION 25 DRAFT: Mr. Colombo initiates the discussion, referencing the <br /> September 2016 Executive Order#569 (h �-;alwww.mass.(-,ovlexccaativeor orderslno 604 <br /> establishing...the...office....ol...clirnate innovation....and....resilience...within...the...office....of...the <br /> .... <br /> ...................................................... <br /> governor), which requires all cities and towns in Massachusetts to review and revise their <br /> bylaws and regulations regarding Climate Change. Within the Executive Order, every <br /> town is required to develop a Hazard Mitigation Plan, which the Town of Mashpee <br /> completed in 2017. Mr. Colombo <br /> concludes by requesting the Commissioners to review the current Regulation 25 at their <br /> convenience.
