The next Placeholder is to request the Town vote to transfer a sum of money not to exceed <br />$75,000 from revenue available for appropriation to fund an evaluation of a remote treatment <br />facility in the norther section of Mashpee (Pimlico Pond Road area) that would focus on <br />nitrogen removal and phosphorus removal to provide a benefit to the coastal estuaries as well <br />as the inland ponds. <br /> <br />A motion was made by Vice-Chair Harris to accept the six Warrant Article Placeholders to be <br />submitted with modifications under the Sewer Commission. <br />Motion seconded by Al Towle. <br />Motion passed by unanimous consent. <br /> <br />Jared went over the sewer rate billing system with the Commission stating that this is not a new <br />concept. He stated that the billing system based on the number of bedrooms is more <br />advantageous than a billing system based on fixtures (meters). He explained that people often <br />compare water rates to sewer rates whereas water is a much larger concept, subsequently <br />driving costs down and sewering is a smaller concept yet, operating costs are very high. <br />Mr. Lyons suggested publishing the costs in surrounding Towns. <br />It was stated that the average use is 110 gallons per bedroom, per day. Jared reported that the <br />rate study is ongoing. <br /> <br />Jared reported on the staffing of the Department of Wastewater Management. A worksheet <br />was distributed to the Commissioners depicting the differences in annual costs between <br />Contracted Operation vs. Town Operations. He said that the Town should hire their own staff as <br />it is more cost effective. <br /> <br />Jared gave an update regarding the cluster system in the Pimlico Pond area. <br />Susan Dangel informed the Commission that at a recent Zoning Board of Appeals meeting in the <br />Town of Sandwich a 40B project consisting of 140 homes is being proposed and they are <br />currently applying for a wastewater waiver. This project is just north of Pimlico Pond. <br /> <br /> Website <br />Catherine Castaneda invited people to make suggestions pertaining to the website.
