Proposed NOI <br /> construction and maintenance of 14 single-family homes with paved driveway, <br /> sidewalk, drainage systems and associated utilities. Representative: Baxter-Nye <br /> Engineering & Surveying (continued from 5/4,6/15,7/13,9/21 &10/19). <br /> Matthew Eddy represented the property owner on this continued hearing and <br /> provided updates on the proposal. He described the peer review letter from LEC <br /> Environmental and recommendations thereof, including correspondence with DEP <br /> regarding compliance with specific performance standards for altering of bordering <br /> vegetated wetlands and riverfront. Mr. Eddy went on to describe other <br /> recommendations from LEC's peer review...including clarification on wetland <br /> restoration vs wetland reclamation and accuracy of wetland delineations in some <br /> areas. Mr. Eddy discussed additional aspects of the proposal, peer review and <br /> timelines for review by the Planning Board. He requested a continuance to allow <br /> more time to address peer review recommendations from LEC Environmental. Mr. <br /> Colombo spoke more about the peer review and importance thereof. Additional <br /> discussion on the peer review. No public comments <br /> Motion for a continuance to Jan. 11th @ 6:00 p.m- Steve Cook. Motion <br /> seconded: Sandi Godfrey. No discussion. Proposed NOI <br /> construction of new garage with one bedroom apartment with septic system <br /> upgrade to five bedroom. Representative: Marsh Matters Environmental. Mr. <br /> Colombo stated there is no DEP number issued yet for this proposal. Mr. <br /> Mannarino was in attendance via zoom. Agent asked him about the status of this <br /> application in lieu of missing information and lack of issuance of a DEP number. <br /> Mr. Mannarino had thought his representative would be present this evening but <br /> there must have been some miscommunication. He asked when next available <br /> hearing date/time would be and Agent stated it's Jan. 11th at 6:03 p.m. Additional <br /> conversation on missing information that needs to be submitted. <br /> Motion for a continuance to Jan. 11th @ 6:03 p.m- Steve Cook. Proposed construction of one story addition to the RDA <br /> existing house. Representative: Self <br /> Mr. Llin described the proposal. A corner of the house is within the AE flood zone. <br /> The majority of the property is outside the 100 year floodplain. Mr. Colombo asked <br /> about the existing deck and status thereof. Mr. Llin said the deck is staying. Mr. <br /> Colombo asked about a specific tree. Mr. Llin said there are homeowner <br /> insurance concerns with the tree and it's proximity over the roof of the home, so <br /> he wants to see if he can either prune or remove it. No other comments from <br /> commissioners or the public. Agent clarified jurisdictional status of the proposed <br /> activities and read BOH comments. No increase in flow, floor plans to be reviewed <br /> upon submission. <br /> Motion for a Negative Determination with condition of roof runoff capture to <br /> drywells- Steve Cook.
