Proposed raze and replace of single family NOI <br /> dwelling with associated landscaping and hardscaping. Representative: William °e# <br /> Cauley Site Services, LLC (continued from 9/7, 9r21 & 11/2). William Cauley and 43- <br /> Cameron Larson (Environmental Consulting and Restoration) represented the 3251 <br /> property owner. Mr. Cauley detailed new information, including additional <br /> mitigation plantings and erosion/runoff control amendments to the driveway, <br /> including installation of leaching drainage and associated swale. Drywells added <br /> for roof runoff capture. Septic variance was denied, so a IA system is proposed. <br /> Natural Heritage letter- no take of any endangered species determination. An <br /> arborist assessment of the proposed removal of a red maple is underway. Mr. <br /> Cook stated that most of the concerns from the previous meeting have been <br /> addressed. Mr. Colombo asked about arborist assessment and timeframe <br /> thereof. Mr. Larson provided more details on the timeline. Mr. Colombo asked <br /> for them to contact the Conservation office regarding this assessment. Agent <br /> recommended conditions of submission of a signed three year <br /> mitigation/monitoring contract with a qualified professional and recommendation <br /> of mitigation species alternatives. Agent read BOH and ZBA comments. No public <br /> comments <br /> Motion for a Close and Issue with recommended conditions: Steve Cook. <br /> Motion seconded: Sandi Godfrey. No discussion. Proposed construction and maintenance DOI <br /> EP <br /> of a two story, three bedroom, single family dwelling, deck, Title V sewage file# <br /> disposal system with FAST denitrification and UV treatment, drywells, driveway, 43- <br /> retaining wall, all associated utilities, excavation, grading and landscaping, 3258 <br /> mitigation buffer plantings and maintenance of path to water. Representative: <br /> Cape & Islands Engineering, Inc. Raul Lizard! represented the property owner <br /> and described the proposal and permitting background. Similar activities were <br /> previously issued orders of conditions including the construction of the platform for <br /> access and the construction of a single family home/septic system with <br /> associated appurtenances, landscaping, hardscaping and mitigation. These <br /> orders expired prior to any actual construction, except for some clearing <br /> of the lot in preparation for house construction. Mr. Lizardi detailed the wetland <br /> delineations, buffer zones, mitigation and existing naturally vegetated areas <br /> present on the lot. Mr. Lizardi provided additional details on the proposed platforrr <br /> and height above the salt marsh. <br /> Mr. Cook asked about comments from the Agent. Mr. Colombo read two letters <br /> from abutters in opposition to the project. One letter was submitted from <br /> Susan &Wayne Simmons (105 Monomoscoy Rd West). The other letter was <br /> submitted by Don Barton of Monomoscoy Rd. <br /> Ms Copeland commented on the applicability of the <br /> recent amendment to the Ch. 172 Bylaw expanding the buffer zone <br /> of wetlands jurisdiction to 150 feet and the requirement of a 75 ft wide <br /> naturally vegetated buffer strip. Mr. Colombo commented that the plans do <br /> not show the 75 ft and 150 ft buffer zone setbacks. Mr. Colombo mentioned the <br /> 4 <br />
