Finance Committee <br />Minutes <br />August 22, 2024 <br /> <br /> <br />consider the offer and will hopefully give a positive response before Town Meeting. Arden said this would be a <br />great recreational opportunity as well as a conservation protection opportunity for the Town. Arden went on to <br />say that the owners of the parcel approached the Town to consider the purchase. <br />It was stated that Article #4 of Draft #3 of the Town Meeting Warrant pertains to Gooseberry Island. Arden said <br />that the owner of Gooseberry Island submitted an application to the CPC very late. She stated that they’ve <br />hired an appraiser and that the owner understands that the Town cannot pay more than the appraised value of <br />the parcel. <br /> <br />The Committee kept all of the Articles in Draft #3 of the Town Meeting Warrant on HOLD that were put on HOLD <br />previously. <br /> <br />3. Edit and Review Available Article Explanations. <br />Mike Milbury explained his explanation of Article #7 of Draft #3 of the Town Meeting Warrant siting that the <br />funding had been passed at the May Town Meeting and this Article is looking to repurpose the funds for a <br />groundwater recharge evaluation as part of Phase 2 of wastewater treatment in Waquoit Bay watershed. <br /> <br />4. Town Charter Review Update. <br />Greg McKelvey stated that the forming of a Charter Review Committee was discussed at the last meeting. He <br />said that there are two ways of forming the Committee. One way is to have the Charter Review Committee <br />elected. This was done the first time that a Charter review was done. The other is an appointed Charter Review <br />Committee which is what the current Committee is. An appointed Charter Review Committee is limited in what <br />they are able to change. It was stated that the current Committee is not able to decide whether a Town Clerk <br />position be appointed or elected. This information has not been verified and is currently being reviewed by <br />Town Counsel. <br /> <br />ADDITIONAL TOPICS <br />Greg McKelvey stated the Agenda has not been getting posted to the Town website. There was some confusion <br />within the Committee.
