<br /> <br /> <br />The Community Preservation Committee voted to approve this article to set aside the 10% Reserves and <br />Budget for Appropriation Reserve to be available for use in fiscal year 2025 as certified by the Finance <br />Director and reflected in the FY 2025 CP-1. The total FY25 appropriation to the 10% Reserves and Budget <br />for Appropriation Reserve is $1,241,789. <br /> <br />The Community Preservation Committee recommends approval of Article 1 by a vote of 7-0. <br /> <br />The Select Board recommends approval of Article 1 by a vote of 5-0 <br />The Finance Committee recommends approval of Article 1 by a vote of 7-0 <br /> <br />Motion made by Select Board Member Weeden <br /> <br />Motion: I move the Town vote to approve Article 1 as printed in the warrant, with the exception of <br />the phrase or take any other action relating thereto.” <br /> <br />Motion passed 143-3 at 7:11PM <br /> <br /> <br />Article 2 <br /> <br />To see if the Town will vote to appropriate and transfer from the Community Preservation Fund <br />Undesignated Fund Balance, in accordance with the provisions of M.G.L. Chapter 44B, §5, the sum of <br />$2,800,000 (Two million eight hundred thousand dollars) for the purpose of acquiring the parcel of land <br />located at 475 Nathan Ellis Highway, which parcel is identified by the Assessors as Parcel 71-55-0, contains <br />7.10 acres, more or less, and is described in a deed recorded in the Barnstable County Registry of Deeds in <br />Book 32990, Page 158, and all incidental or related costs and expenses, and, further, to authorize the Select <br />Board to acquire said parcel by purchase, gift, and/or eminent domain for open space and recreation <br />purposes on such terms and conditions as the Select Board deems to be in the best interests of the Town, <br />which parcel shall be under the care, custody and control of the Conservation Commission under the <br />provisions of GL c.40, §8C, and to authorize the Select Board to grant a permanent conservation restriction <br />on said parcel, as required by the Community Preservation Act; and, further, to authorize the Select Board <br />and/or Community Preservation Committee or their designees to enter into all agreements and execute any <br />and all instruments on behalf of the Town as may be necessary or appropriate to effectuate said acquisition, <br />as recommended by the Community Preservation Committee, or take any other action relating thereto. <br /> <br /> Submitted by the Community Preservation Committee <br /> <br />Explanation: The goal of this project is to protect Johns Pond, Flying Squirrel Pond and the Childs River <br />furthering the Town’s goal for water quality protection. The parcel abuts Johns Pond and has multiple active <br />wetlands onsite. Acquisition would allow for the long-term protection of various wetland values, wildlife <br />habitat, and endangered species. This article requires a 2/3 vote. <br /> <br />The 7.10-acre parcel is located on the southern end of Johns Pond; 405 square feet of sandy beach and <br />developed with a 2,764 square foot dwelling; 8-bedroom, 4 bath with Town water hookup and an I/A septic <br />system installed in 2018. The land is flat with a hard compact parking area. This parcel could potentially <br />provide recreational benefits to the residents of the Town of Mashpee. <br />2 <br /> <br /> <br />
